Research On The Under-forest Industry Development Sustainability Of Tong-zhi County Based On The Extension Decision Method

The paper described the natural property, economic and social attributes of under-forestry economy. The theoretical exploratory research has been carried out on economic principles of under-forestry economic development. Then the paper discussed the and proposed that although forest resources with certain spatial area and framework will have relatively fixed environmental capacity and carrying capacity, the value increment rule of ecological products will show value extension of forestry resources horizontally and vertically. That means deeper development of eco-products and eco-cultural products based on ecological effectiveness and eco-cultural effectiveness and great expansion of various tangible and intangible forestry markets. The scarcity, value extended nature and repetitive consumption determines that the eco-products can be value added. The relevance of eco-products can bring greater value with less effort, which is considered as butterfly effect.The research analyzed the industrial modes, classification and characteristics of under-forestry economy. Furthermore, the paper focused on the natural, social and economic attributes of under-forestry economy and put forward the industrial coping strategies and theoretical framework and system of modern under-forestry economy based on the modern forestry guiding ideology.The paper explored the basic principles evaluation of under-forestry economic construction project. The evaluation system of under-forestry economic project is a complete judging framework including previous project evaluation, which is evaluation of project establishment and mid-term evaluation, which evaluates effectiveness of project execution.The research concentrated on extension identification of sustainable influencing factors of under-forestry economic construction project in tongzi country based on extension theory, including matter-element analysis on project and relevance tree analysis on sustainable influencing factors. The paper built the extension integrated model of under-forestry economic construction project evaluation in tongzi country, which incorporates seven factors such as sustainability of government support and public participation and endorsement. Moreover, the research carried out a detailed analysis on computing results through Matlab professional software and argued that collective forest property rights institution reform facilitated under-forestry economic development. On the other, the paper proposed several policies such as establishing guarantee system of under-forestry economy and concentrating on industry model innovation. What's important, the paper put forward the controlling framework, key points and suggestions of influencing factors of under-forestry economic project sustainable evaluation.The research proposed and empirically analyzed value increment rule of ecological marginal utility and ecological value range theory.
