Research On UIG Coordinated Management Of Large-scale Complex Innovative Project

In the era of knowledge-driven economy, and for the realization of the strategy of building an innovation-oriented nation, more and more complex innovative projects have come into being, which concern the people's livelihood. Wide application of the projects goes with the current of the times, which could effectively motivate the construction of an innovation-oriented nation, enhance the capability of being independent and initiative and promote the sustainable development of the economic society. The coordinated management of UIG (university-industry-government), through its reasonable reallocation of the recourses of university, industry and government, can not only realize the all-win result, but also advance scientific innovation and technological innovation, plays a special and significant role in the successful implementation of those large-scale complex innovative projects. Based on this, the paper takes the coordinated management of UIG in the complex innovative projects as its major subject, making the following studies by applying many theories and approaches.Firstly, Centering on the main problems appearing in the coordinated management of UIG in the large-scale complex innovative projects, the paper, after some analyses of its present situation, proposes the coordinated management modes and then make some system and technology analyses and empirical study. Finally, the paper tries to build a research system of the coordinated management of UIG in the large-scale complex innovative projects.Secondly, under the guidance of the principles in synergetics, the mode is set up of the UIG coordinated management in the large-scale complex projects. The principle of design is proposed of the UIG coordinated management mode. From the perspective of theory of games, this paper does the gaming analyses of the UIG coordinated management and its routing selection; after the assessment indicator system is set up, the paper makes a structure of a multi-level extension risk assessment model on the basis of the Matter-element theory. And further, on the basis of the index system of evaluating performance in the UIG coordinated management, an evaluation mode of rough sets and support vector machine theory is made.Last but not the least, making China Electricity Valley the empirical research object, the paper analyzes the status quo of the UIG coordinated management in the project of China Electricity Valley. At the same time, the paper takes North China Electric Power University science-technology park in China Electric Valley as an example to make risk assessment and performance evaluation of the UIG coordinated management. Conclusion is drawn and suggestions are made at the end of the paper.To sum up, this paper makes research on the subject of the UIG coordinated management in the large-scale complex projects. The topic meets the requirement of the era of knowledge-driven economy and meets the need of the construction of an innovation-oriented nation.
