| Modern Logistics century emerged in the20th century mid80s, and put the latest logistics phenomenon, the latest trends in logistics as the research object of science, which is different from the transportation and materials management and other disciplines. It is a new theory and method system of the transportation, storage, handling, handling, packaging, distribution, distribution processing, logistics information and other aspects of integration. Logistics industry will play a role in the promoting growth of a region's economy.Therefore, region logistics research under the conditions of modern logistics is the hot study spot. Logistics carrier is a variety of transportation modes, how different modes of transport collaboration, to achieve the optimal allocation of resources and best value, will be the focus of modern regional logistics research.Based on the above considerations, this paper tried to explore modern Transport Co-ordination of regional logistics co-management model from the perspective of modern regional logistics, using the regional economic theory, modern regional logistic theory and co-management theory.A theoretical framework was built to generalize the combined transport management mechanism of modern logistics, restrict factors of joint management mechanism of combined transport was analyzed, as a consequence,3conformation aspects of management mechanism were proposed:joint cooperation of logistics enterprise, establishment of network platform, environment of supporting policy.Then based on analysis of management theory, analyzed the operating mechanism of modern Transport Co-ordination of regional logistics co-management deeply form five aspects, such as the decision-making mechanisms, communication mechanisms, cooperation mechanism, incentive mechanism and the binding mechanisms.Based on theoretical analysis, combined with points and axis development theory, building the combined transport logistics network with the Hub-and-Spoke Mode. Through analyzing the influence factors of building the Hub-and-Spoke logistics network, proposing the idea of planning, index system and the method of Hub-and-Spoke logistics network.The paper selected actual cases of the rail-water transport of the Xijiang river in Guangxi province, and constructed management mode of modern logistics and transport in three aspects, such as the organization's function, the transportation management and market mechanism, and then forecasted demand of logistics in xijiang river basin,analyzed and constructed axis rotate type network of xijiang river basin, analyzed the comprehensive effect of the water-rail transport.At last, based on the theoretical sitimulation and sample study, suggestions were proposed finally to realize modern Transport Co-ordination of regional logistics co-management.The innovatons of this article can be summarized as follows:(1) This paper analysised region logistics management model under the condition of joint transportation, and to combine synergistic theory and logistics management theories to study the reality obstacles and realization of combined transport and logistics management. This may be an innovation research perspective. This modern regional logistics network of combined transport as research subjects, with coordination theory and logistics management theories, especially for a region of the actual case, in-depth study of current transport and logistics management joint practical obstacles to its realization.(2) This paper put forward the modern logistics eegional coordinating Management model, and built a relevant theoretical framework of the management mechanism and anlysis the internal constraints of the management mechanism, and study the construction of the management mechanism, which may be an Innovation in logistics management theory sdudy. On this basis, the need to improve the following aspects of the mechanism, such as joint decision-making mechanism of transport, combined transport communication mechanism, combined transport cooperation mechanisms, incentives and combined transport combined transport mechanism; and proposed joint logistics network of regional transportation management mode network build process. This may be present in the area of logistics management, transportation management logistics joint contribution to the theory of a point.(3) This paper tries to study the actual case, quantitatively study the construction and application of modern logistics co-transport management mechanism, and analysis the general overview of the Xijiang River logistics of West River in Guangxi province, and forecast the overall demand for logistics of this region to build water-rail transport logistics network. From the organizational functions, transportation management, cost control and market mechanisms, so the Xijiang River was constructed in the management of water and railway transport and mechanism Xijiang "Golden Waterway" show the scale of watershed logistics demand increased, species diversity, a wide range of the characteristics of the construction of the logistics network needs to be considered, resources, and environmental factors, building on this basis axis spoke logistics network, each node based on the city's own logistics and logistics development generated a reasonable amount of construction and development of its logistics scale County, while also continue to radiation, the town of logistics development, and ultimately the coordinated development of the logistics network.
