Research On The Analysis And Evaluation Of Northeast State-owned Forest Industry Enterprises System Reform

Since1980s, in order to get out of the difficult conditions of "three crises" including exploitable forest resources crisis, enterprise economic crisis and worker poverty, the state-owned forest industry enterprises, especially those of the key state-owned forest area in northeast and Inner Mongolia, have been taking reforms in various management systems and basic enterprise systems. At present, Jilin Forest Industry Group, Inner Mongolia Forest Industry Group and Qinghe Forestry Bureau in northeast and Inner Mongolia state-owned forest area have taken the enterprise system reform with different characteristics. Evaluation is needed to judge whether the different system reform modes can attain the aimed goals and make achievement, and which mode can be taken as the leading mode and route choice of state-owned forest industry enterprises system reform. And the comparison among different modes, discussion on the operation conditions of different modes and assumption of promoting system reform are very significant for the sustainable development of northeast state-owned forest industry enterprises.The "system reform of state-owned forest industry enterprises" defined by this dissertation means the fundamental system reform of forest industry enterprises, which is the innovation of management systems compared with the traditional forest industry enterprises, that is, the transformation from traditional management systems to the modern enterprise system. The aim is to establish the modern enterprise system of "clear property rights, clear power and responsibility, separation of enterprise from administration, and scientific management", with property rights institution as the core part.First, the dissertation takes forest, forest resourses and enterprise sustainable development as the basic demand, starts from the problems existed in external environment and enterprise development, analyzes the reasons and stakeholders of system reform of state-owned forest industry enterprises with cooperation game model, and puts forward the strategy choice for cooperation game.Second, the dissertation takes the system reform of Jilin Forest Industry Group, Inner Mongolia Forest Industry Group and Qinghe Forestry Bureau in northeast and Inner Mongolia state-owned forest area as the example, analyzes the contents and characteristics of the three reform modes separately, and makes comprehensive comparision among the three reform modes.Furthermore, the dissertation screens and establishes the evaluation index system of the state-owned forest industry enterprises with experts questionnaire methods, and evaluates the economic, ecological and social effects of the three reform modes represented by Jilin Forest Industry Group, Inner Mongolia Forest Industry Group and Qinghe Forestry Bureau with Principal Component Analysis and Comprehensive Index Method. The efficiency of the three modes is evaluated and analyzed with Data Envelopment Analysis (DEA) method, and aslo the dissertation makes comparison for the effects and efficiency among the enterprises which take reforms, among the enterprises taking reforms and those not taking reforms. The result reveals that achievements have been made through all of the three modes, and the performance of Jilin mode is slightly better than Inner Mongolia and Qinghe modes, but there are still the bottle-necks and problems for promoting system reform.In the end, the dissertation puts forward the assumption and assistance strategies for promoting the system reform of northeast state-owned forest industry enterprises. The dissertation analyzes the external macro-conditions and internal basic conditions during the procession of reform, puts forward and expounds the important contents of system reform, confirming the the basis of reform, breakthrough points, core and power. In view of the characteristics of public welfare and the historical contribution of state-owned forest industry enterprises, the dissertation puts forward the compulsory, service and encouraging assistance strategies.
