The Research On Evaluation Of The Benefits Of Huangfengqiao State-owned Forest Farm’s Reform In Hunan Province

The state-owned forest farm is an indispensable part of the forestry construction in China. The original purpose of establishing state-owned forest farm in our country is to accelerate the forest cultivation work, and improve the ecological environment. State-owned forest farm is the backbone of timber production and forestry industry development in our country, also is the construction of ecological civilization and the main carrier of implementing the strategy of sustainable forest management. Huangfengqiao state-owned forest farm as one of the national top ten of state-owned forest farms, is just like other state-owned forest farms, shouldering the important task of timber production and ecological protection.In the second half of 2011, China officially launched the reform of state-owned forest farm. This is the collective forest right system reform after the beginning of 2008, after another major move of reform of forestry in China. Huangfengqiao state-owned forest farm combines oneself to develop the implementation of the reform program.In this paper, firstly I introduce the background of the research, related research review, the content and methods of the study, and then analyzes the Huangfengqiao state-owned forest farm’s specific situation and content of the reform. By reference to the evaluation results of state-owned forest farms and in combination with the practical situation of Huangfengqiao state-owned forest farm, from three angle of ecological benefits, economic benefits and social benefits including 24 specific indicators to built the comprehensive benefit evaluation index system of Huangfengqiao state-owned forest farm. On the basis of evaluation index system. using SPSS22.0 statistical software, principal component analysis and comparative analysis, take the comprehensive benefit of the preliminary evaluation and comprehensive evaluation of the combination method of Huangfengqiao state-owned forest farm was evaluated. Several problems found in the evaluation process:the forest diseases and insect pests occurrence is not stable, health and stability of the forest resources by threats; Although Huang Feng bridge state-owned forest farm in debt paying ability, profit ability has been enhanced after the reform, net profit growth, but less pay outstanding social insurance premium and other debt amount is higher, and the overall economic efficiency is not high. Forest part of the infrastructure is relatively backward. To solve these problems, and puts forward Suggestions for the improvement of its comprehensive benefits:increasing government support, broaden the forestry capital source, alleviate the pressure of the business; Perfect social security system and infrastructure construction, improve the livelihood of the people; To strengthen the work of forest insect pest prevention and realize the sustainable control.
