Scientific and technological resources constitute the core elements of "the first productive force", and Is the first resource of knowledge economy era. The scarcity nature and limited nature of scientific and technological resources determines different configurations and efficiency, it will directly affect the sustainable development and competitiveness levels of the various region’s economic social. Optimize the allocation and the advance of resource allocation efficiency of science and technology of Shihezi is important to Shihezi region’s and the Corps’economic and social development and achieve the "three change" goal, so this study appear to be more urgent and important.Shihezi region is the area where the size and quality of its science and technology resources is the most concentrated in XPCC (Xinjiang Production and Construction Corps). Under the backgrounds of the state vigorously support the economic and social development in Xinjiang by leaps and bounds, and the new round of western development, the science and technology resources allocation efficiency in this region will be improved and optimized, it is important to achieve the sound and rapid economic and social development of the region and corps, and successfully completed the "three kinds of modernization" target. All of this determines the necessity and importance for this study.With the systematic and comprehensive research, this study aims to get in-depth analyzation for the history and present status of the science and technology resources allocation efficiency in Shihezi region, and then find out the problems and it’s causes; On this basis, through a large number of documents and interviews with management to search the matched indicator system, which can measure the allocation efficiency of resources of science and technology in Shihezi region. Using the data envelopment analysis (DEA) method and according to the datas of Xinjiang and XPCC, we measure the relative efficiency of the allocation efficiency of resources in Shihezi region, and find out the causes of the result from the efficiency; Finally, referencing to the successful experience and revelation of the developed areas at home and abroad on the allocation of resources of science and technology, on the basis of combining the reality of corps and shihezi area, A long-term mechanism and safeguard measures are putted forward to promote the allocation efficiency of resources of science and technology in Shihezi. This study can provide the reference and support for the related leadership department to formulate laws on the allocation efficiency of resources of science and technology.
