Research On Operational Mechanism Of City Reconstruction

Urban development is a continual process of expanding and reconstructing. In order to improve and adjust the functions of cities, it is necessary to demolish or remove buildings, which do not satisfy the principle of the urban planning. Therefore, the concept of "city reconstruction" is put forward. In the world, most countries settle the issue of demolishing houses caused by city reconstruction by means of the land expropriation system. In China, since the ownership of land belongs to the state, a unique system has been used to resolve this problem, i.e. the owner of house is only compensated for the house relocation. For a long time, the government always put too much emphasis on urban reconstruction. Particularly in recent years, with the fast development of national economy and the rapid progress of urbanization, a large-scale movement of old urban reconstruction and city expansion have been emerged all over the country. However, the conflict caused by city reconstruction has been becoming more and more serious, which heavily affects social stability and economic development. It has been wildly recognized that the social conflict reflects an unreasonable operational system behind it. Therefore, in order to resolve this problem, this thesis aims to reveal the internal mechanism in city reconstruction with the method of game theory.This thesis focuses on the reconstruction related to commercial development of projects in the old urban area. A number of models are developed with the method of game theory to illustrate the interaction among government, developer and residents. The results deduced by these models provide theoretical support for the government to establish reasonable polices and promote reconstruction carried out scientifically. A new reconstruction model is developed in this thesis, which aims to improve rationality and efficiency of the existing reconstruction mode. The main contents of the thesis could be shown as follows:1. The study of current status. Firstly, the concepts and legal relationship regarding city reconstruction are reviewed and summarized and the role of government playing in urban reconstruction is analyzed. Then, the experience of reconstruction in foreign countries in different stages and different aspects are studied and evaluated. Based on the review of historical evaluation of the reconstruction polices in China, this section provides a clear understanding of current reconstruction system, including the definition of public benefits, compensation for land-use right shifting, the compulsive feature of reconstruction, difficult situation of government protection and other system obstacles.
