What is the regulation that land price change?What is the difference between land price rise and land price upsurge?Does land price upsurge and land price foams have any dissimilarity?What is the reason of land price upsurge?What factors influence the land price upsurge?How is the degree of the influence? What influence would a price upsurge bring?What measures do the government adopt to stabilize the land price?How is the result after adopting the measures?Are there any negative function?These questions have not be resolved completely on paper. Especially in the domestic, because of the lack of practice and the theories lag, We are even lacking of integrated and systemic cognition to these questions.Based on the consideration and cognition to these questions,this paper provide a systemic analysis and study about the land price upsurge and the measures for land price stabilization,and the thesis of this paper is rather novel, while it's operation significance is very strong.On the basis of looking back to the land price and landtax theories, this paper benifit from the pick of land price and landtax theories of Marx and other westerns, and put forward the difference between the academic land price and the marketable land price,as far as it extend the definition of the academic land price, dividing the resource price and property price of the landvalue. and make property price the theory basis on which to analyze the land price upsurge.Through the analysis of the land price changes in developed and developing countries, this paper summarize the regulation of the land price changes, then put forward four stages partition of the city land price changes: land price rise stage, land price upsurge stage,land price foam stage,and land price foams breaking and descending stage.This partition established the theory basis of posing the city land price upsurge, which not only distinguish the meaning of land price rise and land price upsurge, but also tell the reasons of land price rise and land price upsurge,then provide a theory support for the government to formulate reasonable measures for stabilizing land price.Against a background of city land price upsurge in china,based on the systemic analysis of the reason of land price upsurge,this paper made a demonstration analysis of the Chinese city land price upsurge problem.
