Based on the mutual understanding on sustainable utilization of resource and sustainable development of economy, also responding to the requirement from many countries, the WTO's Doha Ministerial Conference in 2001 decided to launch multilateral trade negation regarding fishery subsidy program("fisheries subsidy"). China is quite important in global fishery economy and the WTO fishery subsidy negation leaves great influence on China's fishery production and trade. It is most important for China, as a member of WTO, to consider the fishery subsidy from the view of global and multilateral trade system.For the benefit of country interests and the belief in sustainable development, the fishery subsidy is selected as the topic of this thesis based on the author's work experience (the author has been in provincial treasury department for practical management) and education background (bachelor and master degree, all majored in economics). The purpose of this study is to systematically study global fishery subsidy theory and its practice, propose policy in response to WTO negation and provide general ideas to improve our fishery subsidy policy. Rooted on this purpose, this study includes three aspects: theory study, practice study and application study. The emphasis of theory study is to outline the historical and current status of fishery subsidy both in and outside China, systematically streamlize the knowledge of fishery subsidy study, define the definition and classification of fishery subsidy and analyze the economic behavior and effect of fisheries subsidy. The key point of practice study is to discuss the experience and lessons from international fishery subsidy and summarize the effect and shortage of China's fishery subsidy. The application study makes the discussion about how China deals with the external WTO fishery subsidy negotiation and improves the fishery subsidy within the country, which will provide overall and multiple viewed decision making reference for relevant authorities.
