China has always paid great attention to and supported fishery, and it has inputted a lot ofsubsidies into fishery to ensure the stability of economy of the fishing zone and improve theliving standards of fishermen. However, since fisheries subsidies are found to result inproblems such as overfishing and distorting international trade, they are bound by the rules ofNGO, WTO and so on. Since2002, China’s export value of aquatic products has been the firstin the world and is increasing gradually. How to maintain and further improve the internationalmarket share of China’s aquatic products is very important. So, how China’s funds of fisheriessubsidies affect the export of aquatic products and how to optimize fisheries subsidies toimprovetheexportofaquaticproductsarevery worth studying.Using qualitative analysis method, this paper studies the relationship between fisheriessubsidies and the export of aquatic products. Using history analysis method, this paper studiesthe development course and basic characteristics of China’s fisheries subsidies and the export ofaquatic products. Using comparison analysis method, this paper studies the nature of China’sfisheries subsidies under the WTO perspective as well as the experiences and lessons offisheries subsidies from other countries and regions. Using the method of ridge regression andgrey slope correlation, this paper analyzes China’s total fisheries subsidies’, diesel subsidy’s andnon-actionable subsidies’ impacts on the export value of aquatic products respectively. Usingthe standard method, this paper puts forward countermeasures to adjust and improve China’sfisheriessubsidies. Themainresearch conclusionsofthisarticleareas follows:(1) Fisheries subsidies are always in constant adjustment, and the amount of subsidy isimproving. The empirical results show that total fishery subsidy always has a positive effect onaquaticproducts exports.(2) China’s diesel subsidy accounts for about90%of total fisheries subsidies, and itincreases overfishing, lowers the supply and quality competitiveness of export products, thusreduces the amount and price of the export of aquatic products. The empirical results show thatthe diesel subsidy has less negative effect on the export value of aquatic products. However,non-actionable subsidy improves the amount and price of the export of aquatic products, thushasa positiveimpactontheexportvalueofaquaticproducts.This conclusionhasbeen verified. (3) The export value of aquatic products is the first place of the world, but the export priceis not high, the proportion of processing trade is low, diversity of export products is not enough,export markets are continuously developing, the market share is bigger and the rising trend ofdominantcomparativeadvantageisnot bigenough.(4) Under the new situation, China should vigorously increase non-actionable subsidies,gradually cut prohibitive subsidies and change the way of diesel fuel subsidy. Increase theamount of subsidies of aquaculture industry, deep-sea fishery and recreational fishery. Improvethe government’s management ability of the subsidy in order to improve the efficiency ofsubsidies. Develop the processing of aquatic products, increase the export varieties, broaden theinternationalmarket,actively cultivatewell-known brandsofaquaticproducts and soon.
