Management Mechanism Design Model And Its Application In State-Owned Assets Management

How the manager does manage in an effective way, which is the important issue in the area of the management science, the behavior science, and so on. Due to the particularity of different types of contradiction in the management behavior, we should take different ways to solve it. This paper adopts the combination research; studies four kinds of the behavior control methods which are the institution, the control of the supervisor, the mechanism, and the autonomy; analyses the effect of "Four Control Methods Model" on the behavior management. It also summarizes 20 styles of the behavior management which the manager develops them in the administration. None of them is superior to any other, and we should apply it in the light of the actual situation to reach the behavior management's final goal.The conflicting interests of the manager and the managed (non-manager) are everlasting. In practice, the manager always ignore the interests of the managed, limits the desire of the managed through a series of institution systems, which changed every participants' pursuit, so the management is ineffective and the cost is high. The conflict is not the most effective way to solve the management problem, the manager should design the system which can not only lead the managed pursue their profits but only achieve the designer's target. So it transforms the passivity management into the initiative management. Actually, the institution design can avoid the confrontation, promote the cooperation of the manager and the managed, and make the management effective. The mechanism design is the abstract conceptions in academic research, but it has practical applications. This paper studied the mechanism by 5W1H method, which focus on specific methods of the design mechanism, and produced the OE model which has five steps to design the mechanism.The OE model of the mechanism design focuses on two key issues, the determination of the objective and the choice of the mechanism force which can change the balance of the system.
