The development and prosperity of services lies in the competitiveness of service enterprise. The innovation is the source and power of service enterprise competing ability. This dissertation deeply studies the problems of the forming and the developing of service enterprise competitiveness based on the innovation, and the appraisal of service enterprise's innovation and development. The dissertation consists of the following four parts:The first part includes the chapter one and chapter two, named the introduction and the document summarization. This part mainly introduces the background and significance of the research, and the contents and the points of innovation in the paper. At the same time, the present research on service innovation is summarized and reviewed in this part.The second part, namely chapter three, introduction of the main theories of the service economy, includes the service nature, servicing business classification, the function in the national economy and its developing regulation..The third part, from chapter four to chapter six, analyzes the creative driving factors promoting the service business enterprise competition ability and its creative value chain. Based on the fomer analysis, the creative system of service enterprise is set up. The paper analyzes the macroscopic innovation from three aspects including the innovation policy, the integrating innovation of service and manufacturing industry and service enterprise cluster innovation.Based on the service creative value chain, the service enterprise innovation from micro-view that improves its competitiveness includes setting up creative organization, the creative strategic choice, brand and quantity management, customer management etc.The fourth part, namely chapter seven, is about the service innovation and development appraisal. Quality analysis and quantity analysis is combined in the dissertation. At first, it analyzes and evaluates the service enterprise'innovation.
