For a long period of time,industrial policies have become widespread as one of the important means for various market economy countries to intervene in economic operations.Similarly,industrial policies have played an important and positive role in guiding China's economic development,industrial restructuring,and technological progress.At present,due to the general rise in domestic price levels and labor costs,the development of China's manufacturing industry is facing difficulties,and there is an urgent need for transformation and upgrading.In "Made in China 2025",it is proposed to promote technological innovation and transformation and upgrading of manufacturing industry through industrial policy measures,and put technological innovation in a very important position.Then,what is the impact of China's industrial policy on technological innovation?If a large amount of innovative incentives will inevitably lead to an increase in innovation output,then what is the impact of industrial policies on the efficiency of technological innovation?This is not a question that can be easily answered.The reason is that both the positive and negative sides have theoretical evidence to support it.For example,industrial policies can make up for market failures,but policy makers often do not have professional backgrounds in related industries,and policies still have failures risk.This paper empirically analyzes the overall implementation effect of industrial policy on innovation efficiency The results show that(a)the innovation efficiency of various industries in China is generally at a low level,and the impact of industrial policies on different characteristic industries is quite different.This paper further classifies the industry according to industry concentration and technical level and conducts emnirical analysis on different classifications.The results show that:(b)The innovation efficiency of high concentration industries is significantly negatively affected by policies,and the innovation efficiency of medium concentration industries Affected by the significant positive impact of the policy.(c)The conversion efficiency of scientific and technological achievements in low-concentration industries is low,but industrial policies can signiticantly improve the efficiency of such conversion.(d)Industrial policy has a significant positive impact on the overall efficiency and substantial innovation efficiency of the first phase of high-tech industry;it has a significant negative impact on the efficiency of incremental innovation,and has no significant impact on the efficiency of scientific and technological zchievements.(e)Industrial policy has a significant negative impact on the comprehensive innovation efficiency and substantial innovation efficiency of the first stage of low-tech industry,and has a significant negative impact on the progressive innovation efficiency of the Chinese technology industry.The efficiency of scientific and technological achievements has a significant positive impact.Finally,based on the theoretical and empirical analysis,this paper gives some ideas and suggestions that may be worthy of reference in policy formulation.
