The Research Of The Managerial And Reforming State-owned Property Of Administrative Undertakings

Forming, management and supervision on State-owned property of administrative undertakings (SPAU) is the important part of State-owned property and public finance in China. To do every basic step of this work well is the guarantee and premise. To research on the managerial reforming of SPAU is full of theoretical and real value.The paper joins domestic with oversea, positive and theoretical, quantitative and qualitative, macro and micro, and comparing analysis way in order to analyze the managerial reforming of SPAU systematically.The paper includes three main parts. The first main part is composed of No.1, 2, 3, 4 chapters, which is about the conception, feature and function of SPAU. It analyzes the real management situation, exiting problems and linking reasons too. Meanwhile it absorbs the foreign connected research results and some domestic SPAU management model, experiences.The second main part is composed of No.5,6,7 chapter. It proposes the reforming basic principle, thought and basic task of SPAU, that the country should found the managerial system which is"owned uniformly by center, controlled by local government, managed by local Treasury, occupy by oneself institution", that Treasury's should manage"1+3"managerial model, that SPAI should carry out classified management, that complete the responsibility of SPAU, that regulations of SPAI should be made and done well, that budget management system of SPAI should be made, that the management of the allocating standard and fixed fee of SPAU should be made, that the method to buy of the government's property should be made by the governments, that the management of the SPAU revenue should become stronger, and so on. The third main part is composed of No. 8,9,10 chapert. It researches that the basal managerial work of SPAU should be reformed and strengthened, that the registering property right work of SPAU should be strengthened than before, that the digitized system of SPAU should be founded, that the checking work of SPAU should be strengthened than before, that the disposing work of SPAU should be strengthened than before, that the management of using official car and room of SPAU should be reformed and strengthened, that the high efficiency and economical system of using of SPAU should be build, that the adjustable system of SPAU should be reformed and strengthened, that investigating and studying work of SPAU management should be done, that the un-SPAU management should be reformed and strengthened, that the supervision of SPAU management should be reformed and completed.
