Study On The Social Effect Post-Evaluation Of The Agricultural Water-saving Project In Northwest China

Under the direction of scientific development viewpoint and the usage of such theories as systematic issue, feedback and control theory and sustainable development theory, the author systematically analyses the social effect post-evaluation of agricultural water-saving project in Northwest China. Its main contents are the following:Firstly, this dissertation introduced the research background and research meanings; Then it summarized the relevant research achievements indoors and abroad and brought up research methods and technique route,main research contents and innovation spots in the light of research present situation.Secondly, this dissertation uses systematic issue, feedback and control theory and sustainable development theory to give the definitions and characteristics of agricultural water-saving project and its social effect post- evaluation; This dissertation brought up the theory of social effect movement management of agricultural water-saving project in view of scientific development viewpoint, on the basis of which the nessessity of social effect post-evaluation of agricultural water-saving project is analysed.Thirdly, using the sustainable development theory, this dissertation analyzed the restricting factors of social sustainable development in Northwest China; Then, using systematic theory, it analyzed the role of agricultural water-saving project in Northwest China on the basis of analyzing the construction of agricultural water-saving project system and social system and the mechanism how the social effect of agricultural water-saving project comes into being.Fourthly, researching the social effect post-evaluation content of the agricultural water-saving project, this dissertation built the index system that is suitable for Northwest China and introduces the algorithm of every single index.Fifthly, in the light of advantages and disadvantages of Delphi, AHP, SA and FCA, this dissertation brought up a scientific and practical integrated evaluation model—Delphi-IAHP-SA-FCA model.Finally, this dissertation made a demonstration research taking the agricultural water-saving project in Heihe River middle reaches. Moreover, in the light of the existing problems in the social effect post-evaluation of agricultural water-saving project in our country, this dissertation addressed that guarantee mechanism should be perfected from law, talent and results usage.
