A Study On The Sustainable Development Ability Of Textile Industry In China

Textile industry is a competitive industry with higher dependence degree ofinternationalization. Meanwhile, it is one of the traditional labor-intensive pillarindustries having more comparative advantages. Textile industry in China has madegreat contribution to the profit-tax, export-creating foreign exchange, employmentissue, meeting people's needs of materials and cultures, enhancing the economicgrowth, protecting social stability etc. In the process of realizing industrializationand the third strategic objective, textile industry plays a vital role in enlargingemployment, solving the problem of "Agriculture, Rural areas, Farmers", keepingour national economy to develop quickly and harmoniously as well as setting up ourharmonious society. But in the background of economic integration, economicglobalization, textile industry's entry into the post-quota era, textile industry inChina is facing many problems to be solved. China is a big textile nation but not astrong nation and its international competitive power is very weak. Furthermore,Chinese textile industry has not established its sustainable development view. Atpresent, the industrial pattern of extensive growth has taken a leading position. Theproblems of serious waste of resources, unreasonable industrial distribution andstructure, deficient in the system of environment management, graveness ofenvironmental pollution, backwardness of techniques and facilities, short supply oftalents, poor management of government, industrial associations and enterprises stillexist which can seriously restrict the existence and development of textile industry.To make the textile industry play the most significant role in the national economyto push the transformation of our country from large textile country into powerfultextile country, we must change the growth patterns and establish scientificdevelopment view to harmonize the development of textile industry and theeconomic growth, environmental protection, resource capacity and socialdevelopment. Meanwhile, industrial development not only can satisfy onegeneration's demand of consumption for fibers but also contribute to theimprovement of the life quality of the people from generation to generation.Therefore, the deep research on the sustainable development of textile industry hasits realistic significance. The purpose of the research on this subject is to make the textile in Chinareestablish the industry orientation and development goals, change the growthpatterns, build new industrial image and improve the sustainable developmentcapacity to realize the transformation from a big textile nation into a strong one so asto make our textile industry make a great contribution to our industrialization, therealization of the third-step strategic objective and the construction of theharmonious society.The main contents of this paper are mentioned below:(1) Introduction of the Basic Theory of the Study on Sustainable DevelopmentCapacityThis part analyzes the theories of the industrial competitive power both at homeand abroad, growth and development, industry development and sustainabledevelopment. On the basis of the studies on the related theories and documents, thispart also suggests the wave theories about the development of textile industry andsums up the basic thoughts of sustainable development and states the definition ofthe sustainable development capacity of textile industry.(2) Development Opportunities and Challenges of the Textile Industry in ChinaStarting with the analyses of the intensions and features of China textileindustry and the competitive status of textile industry by using Michael Porter'smodel, this chapter demonstrates that textile industry is sustainable. Then bystudying the development of textile industry both at home and abroad, this partanalyzes the opportunities and challenges the textile industry is facing in the Post-Quotas Era and states the significance of enforcing sustainable development.(3) Analysis of the Factors Affecting the Capacity of Sustainable Developmentof Textile IndustryStarting with nature, economy, social culture, science and technology, industrialcompetitive power and the management ability of government, industrialassociations and enterprises,, this chapter analyzes the factors which affect thesustainable development of textile industry and discusses textile industry andindustrialization, the relations between textile industry and "Agriculture, Ruralareas, Farmers" as well as the relations between the three parties, government,industrial associations and enterprises, and sustainable development so as to lay thefoundation of the establishment of the evaluation index of the capacity of sustainabledevelopment of textile industry. (4) Evaluation Index System of the Sustainable Development of Textile IndustrySumming up the evaluation index system and method of sustainabledevelopment of textile industry both at home and abroad, the chapter puts forwardthe principle of evaluation index system and establishes the evaluation index systemof the capacity of sustainable development of textile industry which consists of foursubsystems——resource support level, economic development level, technologydevelopment level and harmony level of economy and environment. Meanwhile,according to the features of textile industry, this chapter studies the characteristics,application conditions and specific steps of principal components on the ability ofthe industrial sustainable development.(5) Study on the Capacity of Sustainable Development of Textile IndustryAccording to the evaluation index system of the capacity of sustainabledevelopment of textile industry, this chapter studies and makes an objectiveevaluation of the theoretical system of sustainable development of textile industry byusing the original data 1978—2005 concerning the support of textile resources,economic development, technical development and the sub-system of theenvironmental harmony development level.(6) Construction of the Capacity of Sustainable Development of TextileIndustryOn the basis of the studies mentioned above, this chapter studies how toimprove the capacity of sustainable development of textile industry and discussesthe guiding principles of the construction of it. Furthermore, by analyzing theobjectives and emphasis, this chapter establishes the model of the capacity ofsustainable development consisting of government—industrial associations—enterprises—consumers and points out ways of the construction of the capacity ofsustainable development of textile industry.
