The Evaluation Of Sustainable Development Capacity Xinjiang Province

Sustainable development concept is a new concept of development, it is used to solve the issues like global environment, resources and development, it encloud economy, society, resources and environment, and other systems. Xinjiang has booming social and the economic is also growing with the implement of western development strategy, the promote of "twelfth five-year"plan, the discussion meeting of central work of Xinjiang and the policies aided for Xinjiang. But there are a series of problems like the waste of resource, excessive exploitation and environmental pollution, ecological in the process of rapid economic development in Xinjiang. The sustainable development of economic, social and ecological environment not only affects the economic and social development, ecological safety, national unity, frontier stability and security, but also restricts the level of the country’s sustainable development. Based on this background, the paper builded a set of index system of regional sustainable development ability based on the theories of reginal sustainable development theory and system science and combined with the reality of Xinjiang. The paper used entropy value method to analysis the sustainable development ability of Xinjiang from2000-2012with the background of "western development strategy"and put forward some countermeasures and suggestions.The first chapter introduced the background and significance of this research,and then summarized the research status and gave a brief review,described the content and methods of this paper on the basis of reference.The second chapter expounds the related theory, mainly including sustainable development theory, system science theory, which laid a theoretical foil for the follow-up study.The third chapter described the regional sustainable development in Xinjiang, analyses the economy, society and resources environment of Xinjiang, found that economic and society was good, resources and environment developed slowly.The fourth chapter builded he evaluation index system of regional sustainable development ability in Xinjiang under the guidance of relevant theories and combined with the specific situation of Xinjiang.The fifth chapter used the entropy weight method to analysis the sustainable development ability of Xinjiang during2000-2012and carried on the following conclusions:(1) during2000-2012, the sustainable development ability of Xinjiang present a increasing tendency which shows that the sustainable development ability of Xinjiang was in rising.(2) The sustainable development ability of economy subsystem was better than that of subsystem and resource environment subsystem, but it rises slowly.The the sustainable development ability of society subsystem increase greatly. In the whole system, the sustainable development ability of resources and environment subsystem was also in slowly rising trend, but it has been lower than the other two systems, which was in a relatively inferior position.The sixth chapter put forward the strategy and countermeasures of improving the capacity of regional sustainable development of Xinjiang, according to the results of empirical analysis and the perspective of sustainable development.The seventh chapter is the conclusion and prospect of this paper, summarized the full text, and then find the deficiency of this article, which is for the future research.
