Rural-urban land conversion is a general socio-economic phenomenon in the process of the rapid urbanization. Although the government has implemented strict control of rural land, Rural land quantity reduction, quality decline and ecological deterioration are indisputable facts. Rural land's economic benefit is low and its external benefit is not fully reflected in economy, which leads to the loss of rural land mostly. Research on rural land external benefit is helpful for improving rural land quantity, quality and ecology protection under interest-oriented mechanism.Having introducing and analyzing the main research results of domestic and overseas researchers, we make the study contents: rural land external benefit definition, assessment and internalization.The first chapter introduces the background and significance of research, research reviews, research contents, research methodology and major new ideas of the paper.In the second chapter rural land external benefit is defined. Firstly, we summarize the intangible benefits of rural land, which are social and ecological benefit. Secondly, we analyse the meaning of externalities from various aspects. Finally, based on the concept of externalities and rural land intangible benefit, we define rural land external benefit.The third chapter studies the assessment of rural land external benefit. On the basis of definition of rural land external benefit, we analyse suitable road for its assessment, and appropriate method is contingent valuation method. Then, we discuss economic theory, operating procedure, latent problems and improve measures about contingent valuation method. Finally, we appraise Yichang rural land external benefit by investigating the local farmers and citizens, and analyse the factors which will affect the assessment for policies' reference.The forth chapter studies the internalization of rural land external benefit. Firstly, we simply introduces several methods of internalization of externalities, and select property rights transactions as the main method to internalize rural land external benefit. Then we highlights the meaning of property rights and clear the property rights functions. Secondly, the theory model of rural land external benefit property rights transactions considering no cost and cost are given. Moreover, combining the current rural land protection policy of our country, we discusses the concrete operation of rural land external benefit property rights transactions from the determination of object, the raising of fund, the design of course, the guarantee of environment of transactions of property right, and use the game theory method to analyze the anticipated result of operation of transactions of property right. Finally, we proposes taking the other supplementary measures besides transactions of property right, which should make rural land external benefit issue expand from simple internalization to more fair development for protection zone in order to promote the sustainable development of the village.The fifth chapter gives the main conclusions, discusses value and deficiency of the research results and looks forward to the further research.The new ideas of this research include: Firstly, rural land external benefit assessment is deep and wide and it has many difficulties. This research use contingent valuation method to appraise rural land external benefit under domestic concrete situations. Secondly, The internalization of rural land external benefit is generally inclined to subsidy, the transactions of property fight is a bold attempt.
