Research On The Integration Development Of Xi'an And Xianyang

Taking after profit is the aim of Regional integration activities which began with regional economic integration, promoted and strengthened with the regional political (Administration) integration. Therefore, regional economic and politics (Administration) integration promote regional integration development process. Transaction costs theory and geographical division theory reveal the causes of regional integration. The growth theory, the core -- marginal theory, and the specified gradient transfer theory point out the direction of regional integration ; Game theory on the "Prisoner's Dilemma", Chief composite theory and the theory of the development of synergies reveal the need ,the possibility and the strategy for government cooperation . Regional development strategy provides a paradigm for the research of Xi'An and XianYang integrating development strategy.Adjacent regional integrations are surging development: London metropolitan integration, the Tokyo metropolitan integration, New York metropolitan integration, Pearl River Delta and Yangtze River Delta integration which provided valuable experience for Xi'An and XianYang integration .Regional integration should pay attention to the development of population, resources and environment coordinated development .Forming a complete system for the manufacturing, accelerating the construction of a regional transport infrastructure network , cultivating advanced research educational systems are very important for the development of regional integration ; Regional integration should also strengthen government cooperation. It is needy for the government cooperation to establish a comprehensive and specialized cross-regional organizations, related regulations and equal consultation mechanism to strengthen coordination and cooperation.Integration development of Xi'An and XianYang has been implemented five years, The achievements can be summarized in four aspects :Common planning making substantial progress, infrastructure integration making considerable progress, Industry tending optimize ,science technology and cultural exchanges having been strengthened .But Integration development of Xi'An and XianYang also faces some problems, the administrative region segmentation, market segmentation and drawbacks in the system .These obstacles are mainly due to the interests dividing and lacking of the strong regional organizations. There can be no regional integration without economic integration. Integration development of Xi'An and XianYang has term and long-term interests, Integration development of Xi'An and XianYang must be to create the interests of the Community, Plan first, unify market, and strengthen their organization. In the future to promote integration, the work should focus on four aspects: infrastructure construction to promote space integration, industrial clusters to promote economic integration, government cooperation to protect the executive integration and financial unity to accelerate Integration development of Xi'An and XianYang.Public infrastructure construction is the important components for the regional economic and social development, public economic activities to constantly meet the needs of the residents, and an important way to the harmonious development of the region. Accelerating two major "roads"is the main works for Integration development of Xi'An and XianYang. One is the entity "Road": transport networks; the other is virtual "Road": information networks. Construction the rapid transport network is to achieve integration. Building the international community information network to promote the integration development of Xi'An and XianYang.The property is the basis for regional development, and the complementary and industry cluster development is a driving force and requirements for the regional integration development. The basic ideas of Xi'An and XianYang industry cluster embrace that focusing on national competitiveness, together complementary strengths and taking after two winning. 11th party congress of Shaanxi Province pointed out to build a Province with " strong culture, strong economic, strong technology ".we should building cultural cluster, equipment manufacturing group and high-tech industrial cluster.Currently, there have been different forms of cooperation in different regional, but summed up these different cooperation forms which have following shortcomings: the lower extent to institutionalize cooperation, the lack of an institutionalized mechanism for the discussion and decision-making, relatively loose form of cooperation, without establishing a set of functional organizations, only mechanism for sharing of interests and without interests of the mechanisms for compensation. Chinese local governments horizontal coordination are not only relying on the market mechanism (the fierce competition between the local government ) and the hierarchy (local governments seek the level of government authority to coordinate the way), but also should adopt a new relationship between local government coordination mechanisms which is the third mechanism——the inter-organizational networks. Xi'an and XianYang government cooperative organization should be established with the guidance of the network theory.Revenue provides financial security for the government functioning and the reform. Financial expenditures reflect the government's functions, the scope of activities and the government's policy orientation. In the development process of Xi'an and Xian Yang integration, all of fiscal policy should be based on integration, and service and promote integration. Financial reunification is conducive to the establishment of a framework of public finance, is conducive to the industrial structure adjustment and industrial cluster development and help to purify the investment environment. Financial unification is a huge project, in order to avoid the policy-making flaws; we propose to build a new area for a breakthrough.The new areas first achieve the financial unification, and then complete the two areas integration for one crew and three brands. The experience can be extended to the cities of the Xi'an and XianYang so that the two cities ultimately form a complete Community interests. Integration development of Xi'An and XianYang should establish mutually beneficial and win-win cooperation concepts, reasonable and workable coordinating bodies. Implementation of the development strategy should adhere to the Business Brand, urban management and the recycling economy idea. Guidance with the government plan, we should adhere to industrialization and market-oriented supporting each other, adhere to the main lines of major construction projects and attracting foreign investment. To ensure inter-regional infrastructure construction smoothly, it is proposed to regional planning and rational distribution, establishment the interests of mechanisms, and promoting financing channels to diversification. Furthermore, in order to achieve industry cluster development in Xi'An and XianYang, we must build industry clusters platform .I think that industry platform building should include three aspects: first, building an integrated mechanism for dialogue, second, constructing an integrated policy platform. Third, constructing an integrated interactive platform. In fiscal reunification, we suggest to reunify the financial institutions, increaselly system innovaty, and clear the financial main body and the equalizate the public services to digesting integration costs.
