From the beginning of the Reform and Openning of China, private enterprises have been playing a more and more important role during recently 30 years. After China joined WTO, on the condition of the international economic developing rapidly, private enterprises seach for a new start. But the conflict between the hunger for genius and the difficult of retainning and attracting genius has been the main restricting bottle neck. For a long time, private enterprises, on one hand, regard employees as competeters who contest and share in resources with them, on the other hand, they try to find effective method to motivate their employees to creat more values. The conflict restricts the development of private enterprises. Opposite to the competitive relation between the enterprise and employees, and based on the inferiority in resource contrast to nation-owned enterprises and forgin companies, the author bring forward the Harmonious Human Resource Strategy.The main idea of the Harmonious Strategy is that enterprises should boost employees and enterprises developing together, and establish a harmonious relationship between them. By establish the harmonious relationship, private enterprises can attract, retain and cultivate their own genius effectively, and resolve the bottle-neck human resource problems. The Harmonious Strategy containts individual human capital boosting sub-strategy, work team construction sub-strategy and work environment construction sub-strategy. These three sub-strategies can be applied in enterprises at different developing stage and own different resources.In this strategy, private enterprises avoid to competent directly with nation-owned and forgein enterprises, and try for the initiative on achieving employees'individual development, team construction, humanity management and sculpturing enterprises'image, ect.. By these, private enterprises can enhance employees'feeling to the enterprise, the sense of pride of their careers and the loyalty to the enterprise. And this is the main innovation of this paper. In the discussion of these three sub-strategies, the arthor takes the emotion investing as an element of the individual capital investing, and disscuses the enterprineurs'competencies and soft work environment construction separately. And these are also the innovation of this paper. The Harmonious Strategy based on the analysis of private enterprises'developing environment, averting inferiorities and exalting superiorities of private enterprises, and is an innovative human resource strategy which is brought forward in a new way. In some instance, this strategy can be an illumination and reference to those private enterprises which are at the drastic competitive environment and are seeking for a way to break through the bottle neck restriction on genius. At the same time, this paper is a new attempt in human resource strategic theories study. At last, wish this paper can give rise to more new and deeper exploration about human resource strategy.
