The article synthesized fruits of many subjects about labor relations on the background of the historical development of labor relations, and built a labor relation equilibrium model based on the analysis of the labor relation state, infection factors and dynamic function mechanism in order to drive the fine exchanging process between labor relation and the development of economy and society. Through the analysis of the developing process and characteristics of labor relation in China, combining with the compare of historical process of labor relation between China and main capitalistic countries, the article bring forward that there are four areas in the Estimation of the labor relation in Shanghai, ie., income, working environment, rights and interests, and skills and development. Then based on the theoretical analysis of the factors which make up of the four areas, the article takes shape the indexes of each area which belong to the area and are able to be obtained, and put forward a colligation index system for estimation of the labor relation which adapt to the phase and characteristics of the development of labor relation at present time in China. The research chooses the labor relation of enterprises in Shanghai in virtue of the representative of Shanghai in China, builds a colligation index system for estimation of the labor relation and applies it to the study of Shanghai by the analysis of 3022 pieces of inquiry questionnaires retracted from enterprises in Shanghai which distribute in different industries and different ownership firms.The technique path of the research is : on the rules of obtainable of data, specialty, sensitivity, representative, characteristic of full-scale and perspicuity of indexes, used external statistic way which includes ways of a coefficient of variation, case cluster and relation analysis, variable cluster and subjective Delphi, sift from initial index system, and finally get a complete evaluation index system for labor relation which meet the external technique requirement and subjective theoretic and practical analysis. Relied on the over three thousand pieces of inquiry questionnaires, obtained the index value of different firms, the synthesis estimation value of the surveyed firms was calculated through the process of standardization of the index value, the ascertaining of the index right and the calculation of synthesis estimation value. The research analysis the structure of different kinds of enterprises in Shanghai based on the synthesis estimation value and the value's cluster analysis.The research finds that the difference of the state of labor relation among enterprises of different ownership is bigger than that among enterprises of different industries. About the state and development trend of labor relation, enterprises of the same ownership are more similar than enterprises of the same industries. In another word, it will be nicetyer to understand macroscopical state and development trend of labor relation based on the standard of ownership than industry. Then, it will be better to understandard the state of labor relation of enterprises in Shanghai and constitute policies to regulate labor relation of enterprises in Shanghai based on the ownership. The article puts forward pertinence advices to mend the labor relation of enterprises in Shanghai in the end.
