Facing challenge of knowledge economy and globalization, market environment, organizational structure and nature of work have undergone great changes. The management concept and method of enterprises formed over the years have not been suitable for the new business environment of enterprises. More and more enterprises view learning and innovation as the core power for sustainable development. In this situation, the concept of learning organization has received increasing attention in the field of organizational studies. One of the important aims of building learning organization is to improve innovation capacity, whereas, the most studies about the relationship between learning organization and innovation still rested on the descriptive stage. The systemic and in-depth empirical studies are scarce.The most scholars focus on the innovation of organizational level, and ignore the individual level innovation. Individual innovation is the important basic and precondition of organizational innovation. Confirmation of the impact ways of learning culture on individual innovative behavior would lay a theoretical foundation for in-depth exploring the form mechanism of innovation in the learning organization. The research on the impact mechanism of learning culture on individual innovative behavior is of great theoretical and practical value. The research works in the paper present as follow:(1) Based on systematical and thorough literature review, the researcher clearly defines the research variables of learning culture and individual innovative behavior, and chooses the motivation and cognitive style as two important individual characters for this study. Firstly, the study tests the construct validity and reliability of four research variables by using factor analysis and reliability test. Secondly, the study finds that the developmental stage of learning culture includes initiation, cultivation, growth and mature stage. The difference of four stages is that the quality and speed of organizational learning is more than team learning and individual learning in turn. The results show the diffusion effect of learning in the organization. Finally, the study investigates the individual differences of individual innovative behavior, motivation and cognitive style.(2) The study tests the direct impact of learning culture on individual innovative behavior. Firstly, the study proves that there is significant difference between non-learning organization and learning organization. Secondly, the study finds learning culture is the important impact factor of individual innovative behavior. The stronger learning culture is, the greater of impact on individual innovative behavior is. On the basis of these results, this study explores the different impact effect of individual learning, team learning and organizational learning on individual innovative behavior through the structural equation modeling analyzing. The results show that individual learning and organizational learning have promoted individual innovative behavior, but the importance of team learning hasn't been validated in this study. In order to analyses the problem, the researcher investigates the present situation of team learning in the Chinese organizations through the questionnaire survey and interview, identifies the promotion factors and hindering factors of team learning, and put forward the construction strategy of learning team.(3) The study exams the integrative impact of learning culture and individual characters on individual innovative behavior. The individual behavior is the result of interaction of environment and individual characters. This study constructs and validates two impact models of learning culture on individual innovative behavior from the aspects of microcosmic psychological mechanism as followed: the motivation mediating model and cognitive style moderating model. The results will provide the new research thoughts of explore the form mechanism of organizational innovation from the perspective of human resource development.
