Our country has been in a new development stage of constructing a moderately prosperous society across-the-board and speeding up the construction of socialist modernization, and at the same time in the second-half section in the middle stage of industrialization. Thus, it is an important means to dissolve various conflicts existing in the development of the current economic society to push forward the information of national economy and society.Just like industrialization and modernization, information is a dynamic process. It is a process in the economic and social activities, in which, through wide application of IT technology and electronic equipment, IT resources are more effectively developed and applied to promote economic and social progress, and to make the value produced through the application of IT resources gradually increase to a dominant place in GDP proportion. Judging from the inscape of productivity, the development of information has boosted network economy, which in turn causes the productivity inscape to change accordingly and makes information an important inscape of productivity and constantly occupy a dominant place in productivity inscape.In the classic theory of economic growth, economic growth relies mainly on two factors --- one is capital accumulation and the other, social division. This means that in the new economic age, contribution of IT technology's application and development to economic growth has come to an extremely important degree. The persistent, steady, concerted and long-term development of a nation's economy all depends on its highly optimized industrial structure and this optimization is acquired mainly by developing information, so information has become the core engine of economic growth. The rapid development IT economy has infiltrated into almost all the branches of national economy and all the economic activities are almost covered by information. On the one hand, information is a kind of production momentum, which can form productivity with the attachment of technology featuring information; on the other, the efficiency of information resources'use rests with the information users'ability to further process them. Therefore, when emphasizing the development of information, we must attach importance to the motile function of manpower capital and technology on information to make it better used in resource configuration, reduction of exchange expense, social division and specialization level and the efficiency of functioning of the economy and then to boost the development of the entire national economy.Judging from the history of human economic development, it is true fact that social division raises productive efficiency. But with the increasing deepening of specialized division, the number of participants and exchange links, the exchange process becomes more and more complicated. This has clearly shown the direction of developing our information and delightful progress has been made in information construction. Spanning development has realized in information network, which has become an important fundamental installation supporting economic social development. Information industry is developing continuously and rapidly and its contribution to economic growth is rising steadily. The application effect of IT technology is increasingly prominent in the national economy and every field of the society. Electronic government administration is spreading steadily and has become an effective means to change governmental function, promote administrating efficiency and boost open government administration. Important progress has been made in the exploitation and application of information resources. A steady and sustained growth has been brought about in the building of legal system about information. The standardization work of IT technology is reinforced step by step and great importance is attached to training work of information and so, the team of information personnel has become larger and larger. Demonstration analysis shows that information degree can lift our economic growth by 0.2897% when it increases 1% and this proportion will ceaselessly increase as the information course quickens.The way information impels our economic growth mainly shows that information can be used to rapidly develop information industry and promote the speed and quality of economic growth, that information impels IT technology to progress and spread ceaselessly and provides economic growth with strong power, that information impels the consumption of IT products to increase continuously and provides economic growth with demands power, and that information impels electronic commerce to develop continuously, which promotes the exchange efficiency of the whole society. In order to better enhance our information course and further bring into play information's function to impel economic growth, guide and support in policy are needed for information to develop. First, promote cognition and understanding, attach importance to foundation, and pay attention to long range and difference. Second, attention from government be paid to it and the leading role of the market be brought into play. Third, protrude the key points and bring comparative advantages into play. Fourth, encourage creation and innovation and breed leading industries of information. Fifth, speed up lawmaking and perfect the system environment of information. Sixth, skillfully handle the relationships between developing new high-tech industries and traditional ones, capital technology-intensive industries and labor-intensive ones, introduction of IT technology and its development, and reduce the distinction between the east and the west in development.
