Research On The Farmland Utilization In Agricultural Cooperation Between Fujian And Taiwan

The Fujian's farmland resource is scarce, so in future, it should be paid more attention to utilize and protect it rationally in developing agriculture. By combining the agricultural production factors in Taiwan introduced such as capital, technology, management experience and so on with the labor and the farmland in Fujian, the agricultural cooperation between Fujian and Taiwan can break through the law of diminishing marginal returns of land effectively and the utilization efficiency of land can be raised. However, the difficulty of farmland transference and the unrational behaviour of the farmland utilization, not only influnce the land resource allocation, but also unduly destroy the the ecological system of farmland. This will influence the land sustainable utilization.For the reasons mentioned above, the paper, following the guidance of Marxism economic theory and using the western ecnomic analytical methods concerned for reference, analysed the problems of farmland utilization duiring the agricultural cooperation between Fujian and Taiwan. Underlingly summarizing the basic theory about the farmland utilization, the paper explored the way to utilize the land reasonably. By analysing the farmland utilization behaviors of peasant housholds and Taiwanese firms in the cooperation, it put forward that they would rent the farmland just when the rental is suitable. At the same time, the rational distribution of farmland proliferation is the key of stabilizing the realationship of cooperation and improving the efficiency of the allocation. So it should innovative the cooperation mode. ccording to the important role of government in cooperation, the paper analysed its concerned behaviors and its effects, then pointed out that it is necessary to make clear government's orientation, strengthen the functions of its economic service and surveilance, safeguard the farmland resources allocation completely and intensive utilization. The effect of land policy is significant in farmland utilization, then the paper put forward some advice that, in order to defend the rights and interests of farmland operator, normalize the land utilizing behaviors, and promote the rational farmland utilization, it should be innovated and perfected the farmland policy in the following agricultural cooperation.
