Study On The Development Strategies Of Modern State-Owned Forest Areas With Circular Economy Perspective

The overall development of national economy in a country can be significantly effected by the prosperity of forestry. In China, the forestry is managed by the forest industry enterprise through demarcating state-owned forest areas, which means the forest industry enterprise must assume the responsibility of most social management. As one of the important state-owned forest areas, the development of those in JiLin province can influence the regional economy, social stability of forest area, and the protection of ecological environment.Concerning the thinking of building circular economy in China, it is becoming very important to development the systems of ecology, economy, society, and support in state-owned forest areas by connecting it with the principles of circular economy. Then certain modern state-owned forest areas should be development, which leading to sustainable resources, good ecology, developed economy, prosperity life, harmonious society and sustainable development.In this paper, certain theories were introduced such as regional economy, modern forestry, sustainable development and circular economy. The concept of modern state-owned forest areas was declared by concerning the present situation of state-owned forest areas in China. Circular economy was connected with modern state-owned forest areas to analyze its structure, elements and characteristics. A series of variables and methods were chosen to evaluate the development situation of state-owned forest areas in JiLin province. Then certain strategic and methods for improving the state-owned forest areas in JiLin province were established.1. Circular economyCircular economy is a kind of economy development method which can circle the resources. It is the practical form of sustainable economy. By practicing the circular economy, people should change their thinking from producing to consuming, so that the society should be reformed from the levels of material, system and value. Nowadays the circular economy is being practiced in many developed countries such as Germen, Japan and America.2. Modern state-owned forest areasForest area refers to an area which is widely covered by forest where people gathered to work on forest and related industries. State-owned forest area refers to the forest area owned by state. Most of the state-owned forest areas located in the far and poor mountain areas which are special areas between cities and countries with bad foundation, life, culture, and market economy.By development of economy of society, modern state-owned forest areas should be developed with good ecology, developed economy, prosperity life and harmonious society.3. The circular economy should be practiced to maintain advantages. People-oriented thinking should be maintained to development a harmonious society. The strategies include economical ecology development, ecological economy development and urbanized society development.
