Service Trade Liberalization And Competition Policies' Construction And International Harmonizing

After the transition period of China's entry into WTO, China has been striding forward in the construction of market mechanism. Competition policy which has been called "economy constitution" will play a more important role in economic society. Under economic globalization background, the construction of competition policy will be effected by unceasingly trade liberalization definitely. Especially since 1990's, liberalization in service trade has been pushed on multilateral, regional and unilateral levels. The significance of service trade liberalization has already got broad understanding even by developing countries, and service trade liberalization has being an irreversible current internationally. The liberalization of service trade can take various forms, diversified benefit sources, and exerting different effects on economic growth. Trade liberalization is not only a simple process but itself is a part of competition policy system. Especially for most developing countries, service trade liberalization is most probably going to induce outside competitors into domestic complicated market, importance of competition policy for guarding essential competition rules becomes more outstandingly important.On the basis of exploring the relationship between service trade liberalization and microcosmic enterprises' anti-competing behaviors' emerging, we make efforts on revealing the complementary and conflicting relationship between competition policy and service trade liberalization, discussing the significance of harmonizing competition policy internationally especially for developing countries, exploring the effects of competition policies on maturing of homeland service industries. Since as a whole market structures of service industries are more complicated than those of manufacturing industries, the benefits that service trade liberalization can produce are more uncertain. This dissertation sets off from the main point that targets to promote competing and protect the benefits which service trade liberalization can produce, making effors to discover essential mechanisms we should pay attention to during pushing forward service trade liberalization.In order to promote service trade liberalization, we try to explore the link between service trade liberalization and competition policy's construction, which both help to create a more competing environment specifically taking into account the characteristics of service industries' market structures. Competing environment is crucial to service industries' developing. In this dissertation, we make efforts to give clear explanation of above-mentioned problems, beseting the mainline - the linkage between the construction of competition policy and protecting service trade liberalization benefits, with combining knowledges of international trade, industry organization and law.
