Transportation is an important foundation for China's national industries.It is the communication bridge between urban and rural areas,connecting production and consumption.It is an important aspect of economic and social development,also a symbol of human civilization.The operating efficiency and scale of modern socio-economic development are restricted to their own transport system.A good transport system is the pre-condition of the rapid economic development."Economic development,transportation should be first." With China's accession to the WTO and accelerating socio-economic development,people take more and more aware of the basic importment role of transport.We must rely on scientific and technological progress and improving the quality of laborers to develop the transport industry, which means,transport enterprises invest in human capital is the determinants in the transport industry development process.Transport enterprises to invest in human capital must focus on transport development in the new century strategic objectives and tasks in order to determine the direction of the development of human resources,and focus to adapt to the new situation and the development of the cause of the traffic on the demand,with the talent to achieve coordinated development of the cause of traffic.Traffic enterprises investment in human capital must follow the scientific method and theory.This paper constructed the theoretical system of transport enterprises to invest in human capital, which analyzes combining with the reality of our country.The paper is divided into three parts,total of nine chapters.The first part is the Introduction,mainly including literature review and the research methods introduced. The second part includes the second to the sixth chapter,constructs theory research system including five aspects,which are theoretical foundation of a transport business investment in human capital,the characteristics and connotation of transport enterprises to invest in human capital,the investment structure analysis,the transport business environment analysis and research on coordination of investment plans.The third parts,from the qualitative and quantitative point of view,discuss the status and future development trends of Chinese enterprises' human capital investment in transport,corresponding policies and proposals. The second part of the study constitutes the theoretical analysis,the content of the extension in transport enterprises to invest in human capital,the determination of the content and the accumulation of human capital theory are the basic theoretical foundation.These theories define the scope and content analysis,laid the foundation for follow-up analysis.The article then considers the structure analysis of traffic enterprises invest in human capital.By using the project decision-making theory,the paper points out that traffic enterprises' human capital investment decision-making should be based on scientific decision-making attitude,and strictly abide by the decision-making process, strengthen the decision-making efforts on incentive and restraint mechanisms,and resource allocation mechanism,capital operating mechanism,and other areas.In the decision-making process,consideration must be given to the structure of the investment.The basic problem of investment in human capital structure is the balance with material capital investment,not only reflecting in the external and internal investment structure,but also in the structure of the main investors.Based on the optimal model analysis,the paper indicates that government investors are the key of investment structure.In order to promote transport enterprises' investors structural optimization in human capital investment,the realistic choices are to speed up the development of education in poverty-stricken areas,meet the needs of human capital of local enterprises.Investment environment is considered one of the key points when invest in human capital.Human capital investment environment,including political environment,economic environment,cultural environment,legal environment and the natural environment,population environment,technology environment,and various other aspects,constrain the direction,scope and effectiveness of investment in human capital.Only in considering the investment environment of objectivity,systematic, dynamic,regional,and so on can we better grasp of human capital investment environment.The paper provides theoretical description of transport enterprises invest in human capital priority in Chapterâ…¥,which shows that three types of human capital investment priority policy should bring a lot of benefits to transport enterprises,but in actual operation,we must pay attention to the coordination of other departments,of individual career plans,of enterprise incentive program,and of the corporate culture strategic development plan,to achieve purposes of the real priority to human capital investment plans.The third part of the study is a theory of applications,from both qualitative and quantitative view,analyzing China's transport business investment in human capital existing problems and solutions,empirical predicting the future human capital needs. We find that there exist serious shortage,serious waste of human capital investment, human capital stock of structural imbalances and other issues in China's total investment in human capital.The paper maintains the reasons of these problems are insufficient understanding,the concept of lagging behind,traditional system factors, the impact of their own,and so on.Based on these realities,the paper proposed settlement policy recommendations.Using examples of Heilongjiang and Hubei,it analyzes human capital requirements of the two provinces by the application of actual measurement models.
