Shandong Peninsula is located in the east coastal area of China andthe important part of the economic circle round the Bohai Sea.The economyand society is developed,the natural ecosystem and environmentalconditions are superior and the sustainable development degree isrelatively high in the Shandong peninsula.Most of the cities of the Shandong Peninsula are medium and small sizedcities,whose economy and society are relatively developed andenvironmental conditions are good.The ecosystems of the medium and smallsized cities in Shandong Peninsula are characteristic in the whole country.However,the cities are in the process of urbanization andindustrialization,and the contradictions between ecological environmentand socioeconomic development are becoming increasingly extrusive.Taking advantage of superiorities of Shandong Peninsula and building theeco-city whose ecological environment,economy and society subsystemdevelop harmoniously is meaningful either to the Shandong peninsulacounty economy and the development of the whole Shandong Peninsula.Wendeng is located in the east part of the Shandong peninsula.The areais 1645 square kilometers,the population is 640,000 and the coastline is 156 kilometers.Its economy and society is relatively developed andecological environment is better with a definite representation.Taking Wendeng city as an example,with the studies of the urbanecological theories and the examples of the eco-city constructions,thispaper studies the structure,makeup and characteristics of the urbanecosystem.On the basis of the qualitative analysis of the ecologicalenvironment and economic social development,the paper analyzes thesustainable development and the harmonious development degree of theeconomy,society and the ecological environment through model functionand reaches a conclusion that the sustainable development degree isrelatively high and the ecological environment and socioeconomy developshighly harmoniously,but the ecological environment is less developed.According to the fact,the index values of the harmonious developmentbetween ecological environment and socioeconomy are proposed in the nearfuture and metaphase(2010-2020).In the end,the measures of Wendengecological constructions are presented.The structure.of this paper is:The first chapter proposes thebackground,goal and meanings of the harmonious development between theenvironment and socioeconomy.The second chapter introduces the basicconditions and analyzes theimportance of the harmonious development ofthe medium and small sized cities in Shandong Peninsula.The third chapteranalyzes the urban ecological theories including urban ecology,sustainable development theory,circular economy theory and environmentaleconomics etc.,the development conditions in China and abroad and someexamples of the eco-city constructions.The fourth chapter analyzes thestructure and characteristics of the ecological environment of Wendeng,including the natural environment,natural resources,environmentalconditions and ecological construction distribution.The fifth chapteranalyzes the economy and society of Wendeng,including regional development distribution,industrial distribution,urban distribution andsocial development.The sixth chapter proposes the ecologicalconstruction index systems,analyzes the sustainable development andharmonious development degree between the economy society and ecologicalenvironment.The seventh chapter presents the measures of the harmoniousdevelopment between ecological environment and socioeconomy.The eighthchapter introduces the conclusions,the main innovative contents,theshortcomings and the working directions in the future.
