The purpose of this work is to research the meal box industry health independent management and to set up the proposal of HACCP food safety control system for meal box industry with cause and effect (fishbone Diagram) and Pareto diagram so as to establish the associated hardware layout and software management. We take twelve meal box factories around the area of Kao-hsiung City, Kao-hsiung County, and Pin-tong County in southern Taiwan as our research target. Eight of them have been approved by a pilot certification system for food safety issued by the Department of Health, Executive Yuan, ROC and the remaining four are not certified yet. The approches include: (1) investigation and survey with unstructured questionaires via site visiting; (2) inspection and detection for quantitative analysis and qualitative analysis with chemical experiments; (3) percentage analysis of the questionaires by descriptive statistics (4) comparative anlysis with other researchers' results.The deficiencies of manufactiong proces are analyzed with cause and effect diagram and Pareto diagram. Under this approch, the sofare and hardware can be improved with the proposed method. With the aid of GHP standard, we contruct the relation between GHP and standard operation procedures for meal box industry so as to reach the goal of HACCP food safety control system. In hardware design, we plan different styles of factories with reasonable layout to improve quality. In software design, ATP sanitary monitoring system are used to detect the cleaness, starc, and grease residues which can be used to undestand the deficiency between unproved and approved factories by a pilot certification system for food safety. From these, we set up a best managemenrt module for meal box factories. Under our proposed method and research result, we can upgrade the professional know-how of managers in food supply of meal box factories, guide operators of food processing in establishing self-control systems, enhance sanitation self-control capabilities, and attain the goal of controlling meal box at the source of production. With the research result of hardware layout, the meal box suppliers can improve the current inefficient hardware layout or build a new more efficient production line with better self-control system. The result of software management can reduce the deficiency in the production and also find the uncontrollable items so as to accomplish the real-time control goal.
