China's economic growth mainly relies on cheap labor and consuming a large number of resources. It is in the downstream position of the international division, and its cost advantage will be difficult to maintain for long. Only innovation can make China survive in the increasingly fierce competition. Industry is the main body of national economic development and the carrier of innovative means of implementation. Whether it has a sustained ability of independent innovation is the key to obtain competitive advantage in the global competition. The dissertation combines theories and Practices research, the quantitative and qualitative analysis, the technical and economic analysis, and comprehensively apply the theories and methods of management, economics, statistics and mathematics. It is covering the connotation, elements, formation, evolution and evaluation model of industrial independent innovation capability. This research provides a theoretical basis and practical guidance for building China's industrial independent innovation capability.The research results of the dissertation involve the following aspects.Firstly, based on the system process control theory, the dissertation from the perspective of process control, regards industrial independent innovation as an input&output process control systems. Innovative resources are input the industrial independent innovative system and supported by innovative environment to form the innovative achievements through the innovative transformation. The innovative process is controlled through evaluation. On this basis the dissertation divides industrial independent innovation capability into four elements:innovative resources input capability, independent transformation capability, innovation output capability and innovation environment support capability.Secondly, the dissertation constructs the process model of forming industrial independent innovation capability, and proposes selection schemes of the formation modes. It argues that, during the process of forming industrial independent innovation capability, innovative resources input (human capital, financial capital, equipment, etc.) is the basis, independent transformation (conversion mechanisms, innovative modes, etc.) is the key, innovative output (patents, standards, brand, new products, etc.) is performance, and innovative environment is supported. Then it puts forward the selection schemes of the formation modes for late developing countries, respectively from industrial type, stage of industrial development, and innovative resource constraints.Thirdly, the dissertation sets up the evolution model of industrial independent innovation capability. Driven by market demand, technology development, competitive pressures, government guidance and sense of innovation, the evolution of industrial independent innovation capability experiences a gradual improvement process, from non-core technology of improvement capability, to practical technology of research capability, to core technology of innovative capability, to independent brand of development capability, and then to standard-setting capability. With the upgrading of industrial technology, industry will experience a process of second technical innovation, which is the same as the first innovation process. The process, from non-core technology of improvement capability, to practical technology of research capability, to core technology of innovative capability, to independent brand of development capability, then to standard-setting capability, is not only the performance of the evolution of industrial independent innovation capability, but also the embodiment of independent innovation in industrial innovation and development.Finally, the dissertation establishes a set of evaluation indicator system of industrial independent innovation capability. The system includes three grade indicators. First grade indicators are innovative resources input capability, independent transformation capability, innovation output capability and innovation environment support capability. Second grade indicators include 17 indicators, and third grade indicators include 23 indicators. During the process of designing indicators, in order to eliminate the influence of industrial scale, the author try to selects relative indicators, and these indicators highlighting independent innovation, such as, the degree of dependence on foreign technology, the ratio of digestion and absorption of funds to technological introduction of funds, industrial patents, independent brands and industrial standards, and so on.
