In the past 30 years of reform and opening up,China's economy created an average annual growth of 10% of the "China miracle",Total economic output ranks among the world's third.Since the global financial crisis in 2008,China has became the first to lead the global economic recovery. In the world economy, China is becoming increasingly important. However, the Chinese economy's long-standing contradiction between the various structural constraints to continued economic growth is increasingly becoming a major problem. On 2009 Central Economic Work Conference,"structural adjustment" was established as the future work of the main direction of the Chinese economy. How to adjust the economic structure, allocate labo, land and other factors effectively and how to transforme the pattern of economic development, become China's a historic task of economic development. This paper uses the methods and analysis framework in modern economic growth and economic development theory, studies China's economic structural problems:the urban-rural dual structure, regional economic disparities, service sector lags behind, in accordance with the "micro-meso-macro","Theory-Evidence-Policy of two logical lines, mainly focus on reallocation of labor, land factors between urban and rural area and industry section, the relationship between economic structural imbalances and theeconomic development, including the effect of labor misallocation on aggregate efficiency (TFP),the impact of structural change on the regional development, the determinants of service sector development, the role of land factor in China's economic development and other issues, the end of the article discussed China's economic structural adjustment policy choice. This paper concludes as follows:China's unbalanced economic structure, mainly for the traditional dual structure, development of service industries lag and differences in regional development. The main reason is that labor, land and other factors of the distorted allocation, unbalanced economic structure and factors of the misalloction would reduce the aggregate efficiency (TFP), which led to difficulties in the economic development mode transformation. According to empirical studies, the misallocation of labor in the agricultural sector and the non-agricultural sector led to low productivity of China's total economic to some extent; Regional industrial structure change has a significant impact on regional development (TFP); health care, social security and other livelihood indicators have significant impact on service sector employment. Therefore, adjusting the industrial structure, transforming the economic development pattern, increasing TFP's contribution on growth, should reform institutional barriers, including the household registration system, land system, the social security system and so on. The dynamic mechanism of China's economy growth for future is urbanization and the coordination of rural labor and rural land reallocation. On the one hand, the transfer of labor to promote urbanization and to promote agglomeration economy market space ; the other hand, the land capitalizaiton as the major means to push forward land factor reallocation, increase peasants property income, and enhance their spending power, in order to achieve "maintain economic growth", "restructure economy", "propel domestic demand," "improve people's well-being " in the harmonization and unification way.
