Study Based On The Dual Perspective Of The Industry Cluster Network

The industrial cluster is very important to the economic development of one country. Under the global background, its development is facing strict challenge, so it is a profitable attempt to analyze the problem from the network of the cluster. Basing on this, the author defined the character of the network organization through the discussion about economic essence of industrial cluster. The author analyzed the network structure of the cluster and the external effect of the network from closed and open view, and considered the interaction between them will realize the absorption, cohesion, allocation and integration to the resource and improve the competition advantage. At the same time, the author hackled the network risk of the industrial cluster, and provided the administration of the network.This article discussed from the following several aspects:First, the author made discussion about the economic essence of industrial cluster network, and took it as the centralization of much resource and factors, and considered its form and development is the process of cohesion, collocation and integration of resource. As the middle organization, the function of the industrial cluster is to push the development through the rational allocating of resource, The capability of absorbing, allocating and integrating is the base source of industrial cluster competition advantage. The positive interaction among Cooperation Game (dealing network and division network), social network and industrial cluster of the companies in it is the base source of the competition advantage.Second,the author made discussion about the source of industrial cluster competition advantage. From the resource, the author thinks the source comes from two aspects: Firstly, the optimization of the structure will help the cluster to absorb, collect and integrate all kinds of factors and resources, improve the effect of the resource-allocation Secondly, the external function exertion of the cluster will realize the cohesion and integration of the resource in global scope, and improve the development energy. The interaction between them makes the cluster acquire the basic development power, and the substance is the union of section and globalization.Third,the author made detailed analysis to the cluster network structure optimization and the external function exertion of the network from closed sight. The author considered the network structure included three sub networks: division network, business network and social network. The interaction among them made the cluster network optimized, which is the source to improve the competence advantage. The external effect of the industrial cluster network is very important to the sustainable development in new status, which will allocate or integrate resource in global scope and expand the production capability.Fourth. the author made analysis about the risk of the industrial cluster from network. Basing on the research of the cluster risk, the author discussed about the exhibition of the cluster risk: Firstly, the contradiction between the stability and the gamble action. Secondly, the contradiction between the opening and boundary efficiency. Thirdly, the contradiction between root and lock effect. Fourthly, the contradiction between the loose of the cluster and the faintness of the administers. The author considered there are two reasons of risk: One is the rigid structure; the interaction does not form among different network. The other is the external function of the network does not work, and the external resource can not be absorbed, collected and integrated effectively.Fifth, the author made detailed analysis about the administration of the industrial cluster network; especially the connotation and target of the network administration Make discussion to the administration system of the industrial cluster network from formal system and informal system, and point out the administration system is the handshake between visible hand and invisible hand.Sixth, Empirical part. The author brought forward the hypothesis of this part, and made analysis about the effect of the different sub network and the factors to the industrial cluster's development through econometrics.At last, basing on the former theory analysis and the empirical result, the author provided some suggestion on the industrial cluster development from the optimization of the cluster network structure and the exertion of the cluster network external effect.
