As a complex network, industrial clusters consisted of deferent organizations. The types of localized interactive network exist in these organizations including goods, knowledge, technology, labour, etc. The structure of network, amount, direction of links between deferent organizations and the density, cliquishness play a key role to determine the function of network and the competence of industrial clusters.The paper defined the organizations in clusters as nodes and the links between organizations as edges. And use the concepts of complex networks theory, degree distribution, cliquishness and path length, as the variables of the structure of network and develop a model to analyze the relationship between the structure and function of network in industrial clusters.We find that high cliquishness will promote the ability of resource integration, reduce opportunism and transaction cost, but decrease the openness and flexibility of the network when the environment change and make clusters became overembeddedness. Low cliquishness which means sparseness network are more effective than denseness network in acquiring new information and keep the openness of the clusters network. The degree of the density of a cluster's network and the strength of ties between organizations are fit deferent innovation models, as they do in resource integration. And it is very deferent in innovation model, capability of resource integration and risk of cluster's network when degree distribution of network differs. Low path length are positive in three aspects of function of cluster's network.
