With its unique competitive advantage, industrial cluster infuses a great power into the development of regional economy. At the same time, the risk is gradually exposed. So, what exactly causes the risk of industrial cluster? This paper attempts to explain this problem from the point of industrial cluster network structure. Before further analysis, this paper first review and commentary on the industrial cluster risk, network structure, some related research about industry cluster risk and network structure, and points out that the fusion of network structure and industrial cluster risk studies will be the focus of future research. In addition, the existing literature about the cause of industry clusters risk, including endogenous and exogenous risk was summarized in this paper. Based on this, the basic types of industrial cluster are divided into the central satellite type and market-oriented from the perspective of network organization, then we compared the two types and analyed their respective organization form and characteristics. Next, we point out that the difference between network structures decides the possibility of industry cluster risk and the ability to resist. After the more systematic discuss about the industry cluster risk, this paper construct a framework of industry cluster risk research from the view of network structure, using the characterization in statistical physics about the complex network structure, measure the magnitude of risk by degree, clustering coefficient and shortest path length, and then puts forward three hypotheses. Based on a textile industry cluster panel data of five China’s provinces from1997to2007, we do some test and verify by Eviews software, and found that:degree distribution and clustering coefficient have present positively U-shaped with industrial cluster risk respectively, matching up with the null hypothesis; and the shortest path length has a positive correlation with industry cluster risk. The education level, communication status and intellectual property protection both has a negative effect on industry cluster risk, especially the protection of intellectual property rights, but traffic condition present a reverse result.
