Study On Organization Mode And Assessment Of Safety Supervision For Parent Company Of Cluster Enterprises Of Mineral Resources

The cluster mineral exploitation is the inevitable result of large-scale miningindustry, and its safety leads the whole safety situation. Cause survey from200accidents showed: the improper supervision as one of the causes accounted95.3%ofthe causes of accidents of Cluster Enterprises of Mineral Resources (CEMR). Safetysupervision is becoming an important research topic in the field of mining. Based onthe view of parent company of “CEMR”, this paper made researches on the issue ofsafety supervision.It first put forward and defined the concept of “CEMR”, demonstrated thenecessity of its safety supervision fuction, and then six basic characteristics wereproposed.This paper made in-depth analysis on the organization structure of safetysupervision, and the superiority of H-type was pointed out. After entropy calculationand analysis of the examples of safety organization structure, an SC organizationstructure supposition was proposed and its vality and applicability were verified. Ontop of it, three typical models of group management were studied, and the strategicmanagement TPCPS mode, financial management UL mode and fuctionmanagement TPCPS-CIDI mode of safety supervision were constructed. By thethree mode this paper put forward an optimized safety management mode-SFW, andestablished the content stystem of safety supervison from stratagem objective system,organization system, process control system, evaluation feedback system andmanagement information system.Subsequently the paper made studies on the evaluation of the level of safetysupervision. Two evalution dimensions were proposed, and11indexes of themanagement dimension were gained by the method of literatures study andquestionnaire survey. On the othe hand,2indexes of performance dimension wereconfirmed by ISM, and it got the result that the affection to mining safety ofsupervision was fundamental. The mechanism and safety culture were the keymatters. After that, a scale evaluation method was put forward and the scale of safety supervision of “CEMR” was empoldered. Using the result of evaluation and theindex of “managed rate of safety goals” together to determine the level of safetysupervison, it could get5levels.At last, the method of evaluation was applied to Company X. After thecalculation and analysis of the datas from questionnaire with the tool SPSS, it got theevalution model of every index, and then constructed a comprehensive model. Bythe results of evalution of year2011, we got that the safety supervision level of thiscompany was level3. The application results indicated that the method of safetysupervision evaluation proposed in this paper was applicable and instructional wellto “CEMR”.
