Taking the path of low-carbon urban construction that suits the China’s national conditions is an important measure of our country to achieve the target on reduction of greenhouse gas emission in2020and promote the sustainable development of economy, society and ecology. The renovation based on low-carbon purpose of the existing urban settlements is a crucial part of low-carbon urban construction. This article takes the existing urban settlements in Hangzhou as the research object, and thoroughly analyzes the goals of carbon emission reduction, and status quo and features of the settlements. Furthermore, through drawing on the advanced experience at home and abroad, the article proposes that the renovation strategy based on low-carbon purpose of the existing urban settlements in Hangzhou is better to center on energy saving, emission reduction and living quality improvement, and puts forward and establishes comparatively well-designed strategic framework of low-carbon renovation of existing urban settlements in Hangzhou, from three aspects of appraisal target system of renovation, scientific preliminary screening mechanism of renovation objects and technological integration and innovation of renovation measures. Finally, this article discusses the application of the strategies in the renovation practice of Mishi community and makes a further supplement and summary of the strategies from the angle of actual work. This article mainly consists of four parts. The first part is to pose the problem (Chapters1and2). On the basis of the background analysis of low-carbon settlements renovation and previous research achievements at home and abroad, this part outlines the purpose and significance, definition and connotation, renovation target, research methods and approaches. It summarizes relevant domestic and overseas research achievements from the theoretical and practical perspectives, and proposes the tough problem-the difficult implementation of renovation based on low-carbon purpose of the existing urban settlements. The second part is to analyze the problems (Chapter3). Based on the status quo of low-carbon urban construction in Hangzhou and the climate features in regions of hot summer and cold winter, this part analyses and appraises the status quo and features of carbon emission of existing settlements from the point of view of the whole life cycle, evaluates the carbon emission control objective of per capita living energy consumption and clarifies the priority and direction of renovation. The third part is to solve the problems (Chapters4,5,6and7). Based on the analysis of the climate features of hot summer and cold winter in Hangzhou and the status quo and characteristics of existing settlements, this part adopts the conventional Ahp method, Monte Carlo-AHP analysis method and reverses simulation method to study the appraisal strategies of settlements renovation. Grounded on a lot of real construction information and data, this part studies the screening strategies of renovation objects and technology integration strategies of renovation measures by using the statistical variance analysis and other tools. Correspondingly, it achieves such three important results as the appraisal target system and weight analysis, initial screen rating and renovation of comprehensive potential map, and menu-type technology integration guiding principle. It also forms a comparatively complete renovation strategy system of existing urban settlements in Hangzhou from the perspective of methodology. Finally, this part tests the application of the strategies through practice study of Mishi community renovation. The fourth part is to make a conclusion (Chapter8). It summarizes and reviews the strategy system and measure framework for the low-carbon renovation of existing settlements in Hangzhou, and makes a brief outlook on the next stage of the study.
