water shortage is one of the key problems in the world. China’s water shortage situation had appeared in the early1980s, and present a trend of increased year by year. Dongting Lake is the second-largest fresh lake in China, and Dongting Lake District is famous all over the country for the base of commodity grain, of high quality cotton, of oilseeds, of fishery, of light industry production and petrochemical industry. Yueyang, Changde, Yiyang and other large and medium-sized cities with a lot of small town located here. Resources and environment has been seriously affected under the dual role of natural and human activities in Dongting Lake District, with the gradual grimness of water problems, restricting its economic and social development. This paper will study in-depth on the development and utilization of water resources, explore the response relationships of urbanization and the development and utilization of water resources, make an analysis of the challenge in water resources sustainable utilization, simulate to calculate the change trends of the balance of water resources supply and demand with different schemes, and probes into some countermeasures to promote the coordinated development of urbanization and water utilization. Then provide the technical and decision-making support for conducting a new round of river comprehensive treatment, promoting the process of urbanization, promoting regional economic and social development and constructing resource economical and environment friendly society.At present, Dongting Lake District has entered the stage of quickened urbanization process. Index system and response relationships model of comprehensive level of urbanization and comprehensive potential for further development of water resources in Dongting Lake District were built up by integrating Analytic Hierarchy Process and Entropy method, and analyzes the key factor, characteristic of development and response relationships of urbanization and the development and utilization of water resources in Dongting Lake District from2001to2010. Results show that:(1) Dongting Lake District is undergoing rapid development of urbanization and belonging to an low-quality growth stage, economic and social development have relatively lagged behind the steady population and area increase, the quality and efficiency of urbanization still need to be improved.(2) Water consumption has been increasing each year, and the utilization ratio and managerial levels of water resources improved with urbanization, but the condition and utilization of water resources influenced by the hydrological environment rather than by urbanization. The urban population size, economic scale, water using and sewage discharge of unit output value, the level wastewater treatment, sewerage treatment and the security condition of irrigation water are highly sensitive factors of the correlation between water resource and urbanization process.(3) Now Dongting Lake District is confronted with the dual task of improving the level and quality of urbanization, hence the necessity for radical reform of the traditional way of urbanization and enhance water support capabilities.Water resources system concerning resources and environment, production and living, economic development, and many other factors. A water resources supply and demand system dynamic model were built up based on the systematical analysis of characteristics and their inter-relationship of sub-systems of water resource supply and demand system in Dongting Lake District. In modeling, different schemes were simulated to calculate the change trends of the balance of water resources supply and demand in Dongting Lake District from2012to2030. The simulation suggests that:(1) By2030, the water resources demand will be reaching a total of112.7×108m3, the gap between the supply and demand of water resources firstly increases and then decreases, the largest gap between supply and demand is8.0×108m3at2020, water resources supply is basically meet the growing demands of economic and social development at2030, and generated great comprehensive benefits under new pattern urbanization development model, it will be best solution to develop and utilize water resources in Dongting Lake District.(2) Water demand changes mainly depends on the population growth, industrial development and the water quotas. The problem of water resources supply and demand is becoming increasingly conspicuous with growing population and fast developed economy. We should enhance our awareness of protection of water resources, strengthen the management on water conservation, optimize economic structure, increase our investment in water conservancy projects and environmental improvement, actively explore the use of water reclaiming to release the supply and demand contradiction.Dongting Lake District facing double tasks of improve the quality and level of urbanization, and depends on water resources to a certain extent. Based on this problem, this paper explore to establish an urbanization mode which to bring the economic, social and ecological benefits into the state of unity on the principle of water-saving, high-efficiency and sustainable development, propose the countermeasures from two aspects:project measure and management system.
