The central and local government require that we should insist on harmonious co-existence between man and nature.Water resources is closely linked people's life,industrial and agricultural development,and ecological environmental protection.As the biggest reservoir of Zaozhuang,Yanma Reservoir plays an important role in Zaozhuang.To seek a reasonable and scientific water right allocation proportion,to give Yanma Reservoir's correlation areas some instructional suggestions relating to the regional water resources sustainable development and utilization,to meet the requirements of the sustainable development of Zaozhuang.The paper discussed the significance of the initial water right allocation and the sustainable development theory,introducd the general situation of Yanma Reservoir and its related areas in detail and the present situation of water resources' utilization,according to the building principa on index system about related district water resources sustainable utilization,the index system is build for the reservoir's initial water right allocation and the city's sustainable utilization of water resources evaluation,combined the city's especial conditions.In this foundation,in utilization fuzzy mathematics take the relative subordination,the relative subordination function sustainable carries on the appraisal as the foundation fuzzy model recognition theoretical model to water resource using the question.This study first proposed based on combination of combination weighting method--combined with Mahalanobis distance and the grey correlation degree of improved TOPSIS method,on the basis of using expert scoring method and entropy weight method combined to determine the index weight,combining Mahalanobis distance with grey correlation degree as the measure between the positive and negative ideal solution.The improved TOPSIS method is applied in YanmaReservoir's initial water rights allocation.The result of Yanma reservoir initial water right allocation is similar to the present proportion,but a slight adjustment,according with the present pattern of water resources on the initial water rights allocation.Also proved that the improved TOPSIS method is scientific and reliable.The sustainable utilization of water resource in Shanting and Tengzhou is divided into five grades as national standard value,the domestic and Shandong Province and the actual situation of Zaozhuang.This paper applied the fuzzy method to evaluate the sustainable utilization of water resource in Zaozhuang comprehensively.Fuzzy comprehensive evaluation assess the object grade based on the value of fuzzy evaluation muster accorded to the maximum membership grade principle based on the data processing by EXCEL and MATLAB.The results of sustainable utilization of water resources evaluation is the Shanting water resource sustainable utilization is in the preliminary level,and the Tengzhou water resource sustainable utilization is in the preliminary level.The essential problem restricting the water resource development is the lack of water resource.Finally,combining with the present situation of Shanting and Tengzhou,the paper puts forward the countermeasures and suggestions of sustainable utilization of water resources.In addition,proposes the development direction in the future of the water right allocation and the sustainable utilization of water resources evaluation.
