It has become a main trend of reforming the old industrial area in the city by meansof launching the recycling project of old industrial building(group). There are only afew of successful recycling cases existing as well as many social problems are caused,as has the great negative impact on the city imagine and the development since plenty ofblindness and follow-ups are existing in the reforming project in the process oflaunching the recycling project of old industrial building(group).Therefore, the intention of article which supplies the reasonable decision tool andassistants the decision-maker to reasonably, effectively and quickly give the judgment isto prevent the aimless exploitation of recycling project as well as to solve the socialcontradiction and besides, combing with the national-wide field investigation and withhelp of collecting and analyzing plenty of related research documents, the survey on thedecision problems of recycling project of old industrial building(group), which mainlyincludes the following:1.To investigate and analyze the recycling project of old industrial building (group)and build up the basic information volume; the current research about the recyclingproject of old industrial building (group) is lacked and the collected basic information ofthe national-wide projects in the survey is used as the reference for the decision-analysisin order to solve the problem being short of reference information for decision andanalysis. In order to be convenient for future application, plenty of collected researchinformation is systemized and classified and finally, the basic information volume ofrecycling project of the old industrial building (group) is formed.2.To survey the decision analysis system of recycling project of old industrial building (group); the basic idea to set up the system without the decision systemresearch achievement of the similar project is to further exploit the collected basicinformation about the recycling project of old industrial building (group) by means ofnational-wide survey as well as to multi-stage evaluate and select the plenty of collectedproject information in the viewpoint of sustainable development. Plenty of selectedsuccessful recycling projects are used as the reference of decision-making so as to buildup the optional mode of the recycling mode of old industrial building (group) andconfirm the specific old industrial building (group) is characterized of recycling usagevalue, selecting the suitable recycling mode and meanwhile, the recycling mode afterbeing decided should be adjusted strategically further as well as make the evaluation onthe difference between the reformed project and the predicted target and make thecorrection on the project with great difference.3.To evaluate and analyze the recycling project efficiency of old industrial building(group); the project efficiency evaluation mode play an essential role in thedecision-analysis system of the recycling project, which is functioned of selecting thesystem decision information(sample), evaluating and analyzing the efficiency ofreformed project as well as adjusting or reforming the selected recycling mode. Thearticle based on the sustainable development is to confirm efficiency evaluation indexand index system of recycling project by means of Delphi Method and ExtensionMethod and meanwhile, set up the efficiency evaluation mode of old industrial building(group) recycling project based on the extension superiority evaluation method bymeans of analyzing the efficiency evaluation method of recycling project and theeffectiveness and operability of the mode have been demonstrated through the actualexamples.4.To search selecting the recycling mode of old industrial building (group);selecting the recycling mode is another important part of decision analysis system ofrecycling project, which is functioned of analyzing the recycling evaluation of projectand confirming the recycling mode of the project. Based on the project efficiencyevaluation and comprehensive considering selecting BP neural network algorithm, it issurveyed to set up the selecting mode of old industrial building (group) recycling mode.Finally, it is to achieve reasonably, quickly and effectively setting up the recycling mode of reform project of old industrial building (group) in order to enrich and perfect theresearch of decision-analysis system of recycling project.5.To research and procedure the decision assistant counting software of oldindustrial building (group) recycling project; in order to quickly and effectively finishthe thesis analysis of project decision, the corresponding decision assistant countingsoftware is specially researched and programmed since the mode counting located in thedecision analysis system of old industrial building (group) recycling project is toocomplicated, which is difficult to be achieved by hand-counting. The software isdeveloped based on the Net Platform, which mainly includes efficiency evaluation ofold industrial building (group) recycling project and the mode-selection and meanwhile,the effectiveness and probability have been demonstrated by the actual examples.
