Recent years, there is a big gap between water supply and demand in Beijingwhile the water water pollution is serious. The integrated policies which include waterconservation, adjustment of industrial structure, and construction of new sewage plantand utilization of reclaimed water are adopted. How to evaluate the environmentaland economic impact of the integrated policies is an urgent issue of Beijinggovernment.The purpose of this research is to evaluate and predict the socio-economic andenvironmental impact of the utilization of reclaimed water in Beijing. The theory ofsustainable development, circular economy theory, ecological and economic theory,material balance, energy balance, the value of equilibrium theory and input-outputmodels are the theoretical basis of this research. Constriction of multi-objectivecomprehensive evaluation model and the use of computer software to simulateexperiments are used as the research methods. The comprehensive evaluation modelhas one objective function and five sub-models. The objective function is themaximization of GRP (Gross Regional Product). And the five sub-models are waterpollution balance model, water balance model, the energy balance model, greenhousegas emissions model and socio-economic model. Beijing is selected to make empiricalresearch. The simulation period is from2010to2020.The simulation results predict the integrated policies promote economic growthand environmental improvement significantly. The predictive average annualeconomic growth rate is5.65%2010to2020, while the load of total nitrogen and totalnitrogen emissions intensity in2020will reduce15%and55%by compared with in2010, respectively. The comprehensive simulation model also predict that in2015therate of reclaimed water utilization and the rate of sewage treatment is76%and94%,respectively; the greenhouse gas emission is reduced30%and54%in2015and2020by compared with in2010, respectively. The environmental and economic targets of the12th Five-Year Plan are achieved.A total subsidy of13.6billion RMB is used to ensure integrated waterenvironment improvement policies are well implemented from2010to2019. Thirtyfive sewage plants adopting MBR technology and two hundred and fifty nine sewageplants using BMBR technology are constructed. The industrial structure in2020willbe adjusted as1:10:89.
