National fitness in the Post-Olympic Era has become a basic state policy, and increasing importance has been attached to sports centers representing the sports facility level of an area. The sports center construction projec ts in megalopolises and big cities have been basically completed and those in small and medium-sized cities are in the ascendant. As for the construction of sports centers, the development strategies, construction targets and construction standards vary a lot in small and medium-sized cities and in big cities, so the construction mode of sports centers in big cities can not be applied mechanically. Moreover, compared with other countries, due to the large population in China, the construction scale of sport s centers is also quite different, so the foreign construction scale of sports centers can not be copied blindly, either. Therefore, it is necessary to conduct a comprehensive study on the design of sports centers from theory to practice in small and medium-sized cities.With the demand for sports centers in small and medium-sized cities as the starting point of the research involved in the paper, based on field research and statistical analysis of data, the design ideas and methods of sports centers in sma ll and medium-sized cities are discussed in terms of scale control, function decision, low-carbon use and comprehensive evaluation of demand completion. First, a scale control model is established in the research to discuss the relationship between sports centers and elements of small and medium-sized cities in terms of investment scale and construction scale, an estimation model between such elements as urban population and economy is established with such methods as correlation analysis and regression analysis, and eventually investment scale is used to control the construction scale of sports centers; second, based on the determination of sports center investment scale, sports center function decision issues are discussed from the angle of value engineering, a model for sports center function decisions in small and medium-sized cities is established and the final venue configuration and spatial combination modes of sports centers are decided through comparison of different schemes; then based on controlled investment and no effect on the sports centers and venue functions, a model for the low-carbon use of sports centers in small and medium-sized cities is established to determine the energy source and technology selection to improve the energy efficiency of sports centers. The "Carbon Efficiency" concept is introduced into calculation to finally determine the carbon emission of sports centers by giving consideration to a benefit influence coefficient; finally, a model for evaluation of completion of the de mand for sports centers in small and medium-sized cities is established with a comprehensive system evaluation method, and the demand completion in a sports center scheme is observed through the weight and score of system indicators, based on which the scheme is improved and experience is summarized.This research is intended to define and improve the design methods of sports centers in small and big cities, realize new expansion of research on the types of sports buildings and solve the issues concerning the demand for the construction of national fitness service systems in small and medium-sized cities and the efficient space use and cost-benefit imbalance of sports centers so that a theoretical basis for the construction and sustainable development of sports centers in small and medium-sized cities can be provided.
