In China,small and medium-sized cities occupy an important position in terms of quantity and proportion.At present,there are many renewal practices in big cities,and some small and medium-sized cities are slowly starting to carry out renewal activities.However,most of these updates are based on local projects,and lack of systematic combing and disposal guidance for urban global space.Under the background that the bottom line constraint forces the improvement of space quality,as a "process planning",the renewal planning should make overall arrangements for the stock space,scientifically and reasonably carry out preliminary investigation and evaluation,and constantly tap the potential value and potential of the stock space,so as to make comprehensive state of the city have reached the high-point.Therefore,this study is based on the value judgment of the stock renewal in the central city before the renewal,builds an evaluation model,and gives guidance and suggestions for the next renewal action by taking the land as a unit,and takes Dangtu as an example for empirical study.The research can be divided into five sections:The first part analyzes the current situation of stock space in small and medium-sized cities and its renewal power.It is clear that urban renewal is the best way to solve the problems of disharmony between man and land,imperfect spatial structure,broken buildings and poor environmental quality.The adjustment of stock space itself is a "dynamic process" work,and the evaluation of stock space renewal value is established systematically and comprehensively from both problems and goalsThe second part,combining with the investigation,establishes the early "index database".Comprehensively investigate and master the current situation of stock space,and establish the urban basic information database.The database is also an "index library",and the postevaluation model extracts relevant data factors from the index library for analysis.The index database contains both "explicit" routine statistical data,survey interview data and resident questionnaire data,as well as "implicit" big data information.The third part is to construct the theoretical model of the evaluation system.Based on the price model,the city is a complex giant system,and the determination of space renewal value is the result of the joint action of space itself,surrounding space and the development of the whole city.The essence of evaluation is to select different elements to quantify the possibility and urgency of renewal,and to obtain the renewal value of stock space.The fourth part elaborates the mathematical method of model construction.After dividing evaluation units,constructing evaluation index system,selecting evaluation methods,and determining the weight of each factor,the results of each index are rasterized and superimposed to form a preliminary updated evaluation result.Further check the preliminary results,and exclude the plots that will not be updated temporarily,so as to obtain the final update results.The fifth part,according to the evaluation results,carries on the subsequent update disposal arrangement.It mainly includes determining the disposal mode and time sequence of block renewal,comprehensively optimizing the spatial structure of the city,establishing a comprehensive platform for stock land preparation and renewal,setting corresponding unit guidelines for renewal units,etc.,and finally realizing the overall planning of urban global renewal under the smart city.The research shows that the renewal value can represent the possibility of space renewal to a certain extent,and the value evaluation model can quantitatively compare this possibility.The renewal value evaluation of small and medium-sized cities under the goal-oriented and problem-oriented can point out the breakthrough point for the implementation of planning,provide judgment support for the disposal method and renewal order,make the formulation of renewal policy more targeted,and strengthen the "process" characteristics of progressive planning.
