China is the biggest country in the word in pork producer and consumer. At the same time, the problems of pork quality happened frequently, and pork quality and safety level is not high in our country. Pork quality not only relates to the individual links, such as pig breeding and slaughtering enterprises, and has close ties with the whole pork chain. Therefore, in order to raise the pork quality and safety, many scholars take study from the perspective of supply chain. In fact, the government also plays a vital role on pork quality safety. Based on this, using the theory of closed supply chain, this article builds the closed supply chain of pork which contains breeding link, slaughtering link, retail link, consumers link and government regulation. Purpose is to ensure pork quality safety from the whole process monitoring of breeding to table.First of all, this article builds the closed supply chain of pork which contains breeding link, slaughtering link, retail link, consumers and government regulation. Based on Hotelling model and signaling game model proves the rationality of consumers and government into the pork supply chain.Second, based on the theoretical framework, this article described the quality control condition in each node of pork industry chain, and summarized the problems about pork quality and safety, also clarify the factors that can affect the quality control of each node. Research suggests that, in breed links, the main factors influencing the quality control are disease prevention and control, feed quality and welfare levels. In slaughter links, the main factors influencing the quality control are the inspection level before slaughter, slaughter operation procedures, factory inspection level. In retail link, the main factors influencing the quality control are market test level, quality trace levels and integrity levels.Third, based on the binary logistic regression model, this article discusses the consumer’s attitude to different quality of pork and the influence factors. Research has found that most consumers do not choose quality certification signals when buying pork. Consumers’gender, age, level of education, monthly income and place to live, have significantly influence on consumer choice quality certification signals. Degree of consumer awareness of the product attributes, such as whether the famous brand for large enterprises or not, whether safety and delicious or not, whether has the geographical indication certificates, have significantly influence on consumer choice quality certification signals. Green pork price has a significant influence on consumer choice quality certification signals. The two most factors that influence on consumer choice quality certification signals are the understanding and trust degree to quality certification signals.Finally, based on the relationship of breeding link, slaughtering link, retail link, consumer link and government regulation, meanwhile introduction related variables, constructed system dynamics model of pork closed supply chain. Through the computer simulation for the model, explain the reasons of each node enterprise quality level fluctuations and compared the effect of different link regulation by the government. Research suggests that, pork quality safety level effects by two variables, nodes enterprise quality safety coefficient and the adjust quality safety coefficient. The quality degree is the result by node enterprises quality control level and the government regulation. The scale of breeding and slaughtering enterprises is an important means of improving pork quality and safety. Increase the scale of the breeding and slaughtering enterprises, can effectively improve the quality and safety of pork. Sales channels had the most affected to pork quality and safety. Controlling retail enterprises, has the most obvious effect on improving the quality of pork for Government.This paper put forward the pork closed supply chain, provides a complete framework for study pork quality and safety. This paper overcomes the disadvantages which only from individual link, and benefit control the pork quality form the whole link. This paper put forward the system dynamics model of pork closed supply chain, which government supervision deep into every link, and can easily find the pork quality’s changes with varying degrees supervision in different link, and overcome the blindness of government regulation.
