The quality safe of food is in relating to people's health and ensuring stabilization of people's life. As the tradition beverage of people's life, tea quality safety should be more important. For a long time people are committed to exploring a scientific and effective management practices methods of the quality safe of food and agricultural products, and have achieved good results. These methods played an important role in the use of social practice and scientific research. However, there is few systematic and comprehensive analysis of its research. Therefore, this study was based on the tea industry chain for clues around the quality and safe hazards, to start a more comprehensive analysis of decency.This article was designed to structure the full supervision system and enhance the supervise of tea quality safe, unfold the discuss through questionnaire survey, interview survey and integrated evaluation method. The main discuss include:(1) the actuality in government regulation of tea quality safety; (2) the actuality in quality safety of tea quality safety; (3) the actuality in machining of tea quality safety;(4) the actuality in marketing of tea quality safety. As follow, these research achievement are:(1)combine with survey of practices, analysis by synthesis for tea quality safety as government regulation, quality safety, machining and marketing. Explorations for element in tea quality safety:the method, effect, food standards code, propaganda and education for government regulation; the mode of production, Insect and prevention and control, production condition, certification training for production; the mode of production, security controls, processing conditions, supervisory control for certification for machining; the mode of business operation, security controls, conditions of sales, supervisory control for business-marketing. And the main progeny are:(2) According to the HACCP, the analytical of main influencing factor in each link for tea quality safe are:the policies and regulations, technical standard, technical support, organizational leadership and link measures in the government regulation link; the tea garden environment, cultivation management, and agriculture input in the agriculture production link; the fresh leaves acceptance, specification management and transporting for package in the machining link; the environment condition, storage condition and Personal hygiene in the marketing link. And make some analysis with the chart:(3) According to the HACCP, fixed the CCP:The government regulation may enclose in supervision methods, science and technology condition and key link;The agriculture production manager may enclose in the tea garden environment include: atmosphere, soil and the source of, and the compound down-stream in tea plantation management; The machining manager may enclose in the fresh leaves raw materials, packing material, and technical control, sanitary control, facilities maintenance in course of working; The sales manage may enclose in point:environmental selling and store methods, beside, also the tracking and feedback for product quality information.(4) The structure of whole supervision system of tea quality safety, arer the innovations in this title, according to the research conclusions and analysis results, respectively found:"the organization structure of tea quality safety for government regulation", "the organization structure of tea quality safety for plant production", "the organization structure of tea quality safety for course of working", "the organization structure of tea quality safety for business-marketing".
