City growth is a common achievement of human civilization. Protecting history and culture of cities has reached a wide range of consensus since early in the twentieth century, while technological development and urbanization have influenced people lives.It is an ideal way to fully protect an ancient city, however, planning historical blocks are more practical. The reason is historical blocks can present traditional material and intangible cultural heritages, focusing on local residents and tourists cognition and experience.The research subject of historical blocks includes district memory protection and modern tourism development. It is essential to benefit both subjects, promote blocks protection and sustainable development. Based on this principle, this dissertation tourism development with historical district protected, from district memory and tourism identity points’of view.District memory, as a vital part of city memory, is much suitable to study, plan and practice. At the same times, tourism identity can represent cultural association among stakeholders in tourism activities.Therefore, the purpose of this study is to reveal regional culture presented between tourists and tourist area residents and emphasize influences among different groups. The study is further to change the organized pattern of stakeholders in tourism activities, contributing original culture respect and harmonious development in tourist areas. The study also promotes complex academic challenges, adopting methods of history, geography,tourism science, sociology, anthropology, management science, psychology and so on.This study coming from theoretical and emotional frameworks indicates the relationship between district memory and tourism identity and the model of tourism development of historical districts. The mode contains collecting district memory, distinguishing tourism environment, and strategizing district memory with tourism planning and business operation. In theory, as the case of Barkhor District in Tibet, the study points out a special program of Barkhor District tourism development protected history and culture. Based on the five dimensions, the study proposes a historical district protective system for future practices.In terms of theoretical and emotional frameworks, this study has four major conclusions.Firstly, historical memory mainly includes district memory supporters and district memory information, identifying district patterns, landscape feature, public constructions, purpose-built, residential buildings, public space, fork culture, performing arts, handicrafts, and traditional festivals for establishing the evaluation system of district memory.Further, from local residents and tourists’ points’of view, this study indicates how tourists experience historical district tourism, the level of satisfaction of historical block tourism and the cognitive process of district culture for establishing the evaluation system of tourism identity.Moreover, the study constructs the historical district memory protective tourism development pattern, including five dimensions, district memory collection, distinguishing tourism environment, and district memory strategies, tourism planning and business operation.Finally, based on the evaluation of Barkhor District memory, the study concludes historical district protection, tourism identity strategy, district space pattern recovery, important historical heritage tourism, and traditional culture renaissance and district protection tourism development mechanism. The study also contributes an effective and specialized method of Barkhor District protective tourism development, for establishing cultural identity for local residents and tourists and promoting district memory protection and recovery.New findings of this study are to overcome the shortage of academic materials in terms of historical district protection, combine various theories, for example, memory studies, identity theories and historical culture protection and improve the theoretical system of historical district and tourism identity. Practically, the study proposes a new way to develop historical culture district tourism.This paper still suggests that there should be much more methods and objects of study. Taking advantages of new professional theories for further study can impact on historical district in terms of cultural protection, urban planning, and architecture design and business operation.
