As the most completely abundant memory of Harbin city, Daowai District is precious heritage and Non-renewable resources. Protection and tourism exploitation are effective ways of continuation of city’s history and enhancement of urban vitality.This paper based on the concepts of historical-cultural blocks, interpreted the theory of sustainable development, tourism-heritage and organic update.we combined the rise and development of Daowai historical-cultural blocks, as well as the influence of modern history, to investigate of Harbin Daowai district. Using this investigation which looks into Daowai district’s architectures, markets, and houses, we can analysis value of the historical-cultural and the tourism economic for these blocks. Also we can find several problems such as overexploitaction, architectures and environmental destruction, amateurish planning, single products, uncertain investors and lacking of diversity. To address these issues, we can use principles of protecting and tourism development for historical-cultural districts, summarize three patterns which are adjusted to Harbin Daowai district, they are’Restoration Pattern’,’Transform Pattern ’and’ Repair Pattern’. At the same time, we proposed integrative exploitation and incremental development, and insisted on Organic Renewal Theory, focused on the development of culture industry. Our goal is promoting Harbin Daowai district’s sustainable development, and making it the precious resources for improving the highlights of the city and continuing the history of the urban area.
