The Social Security Undertakings Of Kuomintang And The Communist Party Of China In Anti-Japanese Period

Taking the dialectical materialism and historical materialism as the basic guiding ideology, taking the social security undertakings of Kuomintang and the Communist Party of China in anti-Japanese period as the research object, combining the use of multi-disciplinary theories such as history, political science, sociology, etc. and research methods, this paper has carried on the comprehensive review on the the specific content and the implementation process of the social security undertakings of Kuomintang and the Communist Party of China in anti-Japanese period, and summarized the lessons learned and the reality enlightenment of these undertakings based on the comparison with the commonalities and differences of the social security undertakings of the two parties systematically.There are five chapters in this paper.The investigation to the social and historical background is the premise to study the social security undertakings of Kuomintang and Communist Party of China, thus, the first chapter just focuses on this. In this chapter, it analyzes the social and historical background of the construction of the social security undertakings of Kuomintang and Communist Party of China from its ideological origin and basis of practice.To review the basic content and the concrete implementation process of social security is the important content of the study on the social security undertakings of Kuomintang and Communist Party of China, and Chapter Two and Chapter Three are based on this. It analyzes the basic situation of construction of the social security undertakings of Kuomintang and Communist Party of China mainly from the guiding ideology, organization setup, legislation, the basic content and implementation level. On the one hand, from the static text level, it explains and reviews legislation contents such as social relief, social insurance, social welfare and social special care of the two parties; on the other hand, from the dynamic level of the implementation, it discusses the concrete practice process and results of the social security undertakings of the two parties.To explore the commonalities and differences of the social security undertakings is the important step to further study the social security undertakings of Kuomintang and Communist Party of China, in this case, Chapter Four focuses on this. In this chapter, it reveals the sources of the different development tendencies of the social security undertakings of the two parties. Through the comparative study, we can see that the commonalities of the social security undertakings of the two parties are: to serve the Anti-Japanese War and strive for the final victory of the war of resistance against Japan as the basic starting point, to focus on the social security legislation, and both with the characteristics of wartime. The differences are: reflects different class interests of the social security undertakings construction of the two parties and the different of the implementation situation of the policies and regulations of the social security undertakings construction of the two parties.Chapter Five focuses on the investigation and study of the multi-aspects of social security undertakings, to summarize the experience and lessons and serve the present. In this chapter, it analyzes the basic experience of the social security undertakings of the Communist Party of China from the liberation and development of the productive forces, to seek truth from facts and mass line and also analyzes the weak results of the social security undertakings of Kuomintang from the narrow coverage object, one-sided policy implementation and weak supervision. The social security undertakings concrete practiceof Kuomintang and the Communist Party of China in anti-Japanese period provide a beneficial enlightenment to that at present, and they mainly reflect in the correct understanding of national conditions, constructing and improving farmers’ social security system, paying attention to legislation and effective implementation, etc.
