In recent years, culture is increasingly becoming an important factor and source of national cohesion, creativity and comprehensive competitiveness of national strength. Cultural industries has been recognized as the most promising "sunrise industries" of twenty-first Century by the world. With China’s rapid economic development and people’s material living standards continuing to improve, to enrich the spiritual and cultural life has increasingly become fervent desire of our people,and it is imperative to develop cultural industries. There are several cultural industries policy documents mentioning the thoughts of promoting "characteristic cultural industries". For example, the "cultural industries promotion plan" in 2009, “the decision of several major issues concerning deepening the reform of the cultural system, promoting cultural development and prosperity made by CPC " in 2011, and the report delivered at the 18 th National Congress of the CPC, all the documents demand every area to develop cultural industries based on characteristic cultural resources. Especially in 2014 August, China’s Ministry of culture and the Ministry of Finance issued a formal "guidance" on how to promote the development of characteristic cultural industries, which further defined the guiding ideology of cultural industries development for different regions of china. Promoting cultural industries to become characteristic industries in Xinjiang is of great significance,which is as follows: it is helpful to accelerate the upgrading of the industrial structure and reduce the environment pollution, besides, it is necessary for Xinjiang minorities to get rid of poverty and increase employment.This paper takes Xinjiang characteristic cultural industries as the object of study,takes the theory of the industrial cluster, industrial efficiency and industrial competitiveness as the basis, along the "what is the characteristic(cultural) industries?(concepts and significance?)-- the obstacles of promoting cultural industries to become Xinjiang characteristic industrial?(present situation, analysis of problems andcauses)-- how to solve the problem?(suggestions)",firstly, this paper defines several related concepts in the chapter of basic theory; secondly, this paper analyzes the present situation of cultural industries of Xinjiang; thirdly, this paper investigates the problems of developing cultural industries in Xinjiang; fourthly, this paper analyzes the restricting factors of cultural industries of Xinjiang; finally, several suggestions are made for cultural industries in Xinjiang. The whole paper can be divided into five parts, which is as follows:The first part is about the basic theory research, including introduction, literature review at home and abroad, and related theoretical basis. The introduction introduces the definition and characteristics of the characteristic industries; and analyzes the hierarchy of "characteristic cultural industries of Xinjiang". The domestic and foreign literature review summarizes and evaluates research results relating to cultural industries at home and abroad. The basic theory includes the theory of industrial cluster, industrial efficiency, industrial competitiveness and the theory of sustainable development.The second part is the analysis of Xinjiang cultural resources and the present situation of cultural industries. First of all this paper introduces Xinjiang cultural resources; secondly introduces the general situation of cultural industries in Xinjiang;thirdly it analyzes development status of major industries, such as cultural tourism,convention and exhibition industries, national traditional handicraft industries; and the development status of cultural industries in each area of Xinjiang.The third part is the analysis of the problems existed in the development of cultural industries in Xinjiang. It mainly includes four aspects: the level of development and utilization of cultural resources of Xinjiang is low and lack brand characteristics; the level of cultural industrial agglomeration of Xinjiang is low; the technical efficiency of the cultural industries in Xinjiang is low; the competitiveness of Xinjiang culture industries is weak, which is not enough to become a specialindustries.The fourth part is analysis of factors which restricted cultural industries to become characteristic industries. Internal factors include: shortage of consumption demand of cultural industries in Xinjiang, lack of professional talents, lack of cultural industries financial capital, science and technology innovation is insufficient, lack of creative ability, backward infrastructure construction, organization and system is not reasonable. External factors include: the government support is not enough, the economic base is relatively weak.The fifth part is countermeasures and suggestions of promoting cultural industries to become characteristic industries in Xinjiang, including: specific objectives of cultural industries in Xinjiang-- to become characteristic industries of national economy in Xinjiang; change of concept and establishing a new concept of the development of cultural industries; clearing the promoting subject-- government support and market operation; clearing the promoting principles-- continuing the cultural heritage and develop in a scientific way; clearing the way of developing--suiting one’s measures to local conditions and highlighting the characteristics;enhancing endogenous power to improve technical efficiency; strengthening the external driving force and making good uses of government support; legal guarantee of promoting the development of cultural industries.The main innovation of this paper lies in: based on the previous research on cultural industries of Xinjiang, focusing on the "characteristics", from the four aspects of characteristic resources, characteristic brand, characteristic industries and characteristic industries cluster, which comprehensively and systematically analyze how to develop cultural industries of Xinjiang by adjusting measures to local conditions and highlighting the characteristics; perfecting two evaluation index system, which are the cultural industries competitiveness evaluation index system and the ethnic village tourism sustainable development evaluation index system andputting forward how to realize sustainable development from the point of view of tourism body; putting forward the development mode of cultural industries in Xinjiang: "ethnic characteristics and going out"; investigating how to improve the cultural industries insurance system from the angle of deepening the reform of insurance subjects.
