On Society Construction Function Of County Government

Social construction is one of the most important functions of government.However, scholars have devoted more energy in the research on economic function ofgovernment. It leads that the research on social construction of government is still onthe initial stage, which is to explain the policies and historical comparison. The studyof county government functions also have the same problem with above. By means ofthe analytic framework which is called “strategy and structure-Performance” andDelphi method, AHP method and questionnaire, this paper which is on the basis of thetheory on government function and social construction has evaluated the level ofscientific development and social harmony in Longhua county, Hebei province. Theauthor designed the questionnaire on government function of social construction inLonghua county by refining the elementary function of social construction of countygovernments to analyze the circumstances of its social construction and thetransformation of government functions from the perspectives of overall compositionof the functions of government, the basic situation of the functioning of socialconstruction, the building function of public service system and the managementfunction of social organization and social work. Taking the theory of governmentfunction and social construction as a guide and with reality of Longhua county, theauthor also propose some solutions to the transformation of county governmentfunction on social construction in China. Researches on social construction of countygovernment which are in the context of county development provide guidance to thepractical work in function orientation and development of planning of county socialconstruction. They can also carry forward the empirical research of county socialconstruction and government function.Social construction can be theoretically explained as three parts, first of which, inthe macro level, is forging the system which contributes to the social structure ofharmonious social relations, fairness and justice. Secondly, in the meson level, givingbig impetus to creativity of public management system and cultivating the social organization. Thirdly, in the micro level, maintaining the fundamental rights ofmembers of society and promoting the construction in livelihood areas effectivelywhich include education, employment, income distribution, social security, health careand social management. The social construction thought of CPC began with the party’searly, after the founding of People’s Republic of China, the social construction thoughtof CPC experienced a period of arduous and tortuous course of the construction. In thenew period, Reform and opening up have initiated a new era of the great rejuvenationof the Chinese nation and a new course of social construction by Chinese CommunistParty. One of the strategic choices of social construction nowadays is to create a newmodel of social management. The Chinese Communist society based on the basicprinciples: keep to the social construction, grasp the right direction; adhere to thepeople-oriented, clear the social construction of ultimate goal; adhere to thecoordinated development of economy and society, and promote the social construction.The main measures: to perfect the system of overall planning; interest integration. Themain achievements: change the governing thought, leading to the overall economic andsocial development; pay attention to justice manifest; implementation of livelihoodprojects, social foundation to consolidate; the transformation of government functions,public service to be perfect; cultivation of social organization, development space isextended.Social construction by county government in China can not be separated from thebasic background of scientific development in county. Scientific development incounty which is the base of Chinese development needs a sustained rational economicgrowth, meeting the people’s basic demands for survival, regulating and improvingquality of the population, protecting natural and ecological environment and promotingthe innovation of science, technology and institution to bring about the simultaneousdevelopment of economy and society and build a harmonious society.This paper takes Longhua County as an example to analyze its specificenvironment of development about the issue of scientific development. According tothe comprehensive measurement in the development of economy, society, culture andpolitics and ecological civilization the development index is figured out. The evaluation index system on scientific development in Longhua County is devisedthrough the four index system of economic development, economic structure, socialdevelopment and ecological environment. This paper also clarifies the location ofsocial construction function by county government from macro, meso and microperspective and analyzes the index system and evaluation index of social constructionfunction by county government.The general situation of social construction function in Longhua County isstudied from the aspect of constitution of social construction function, public servicesystem construction function, social organization management function and socialwork management function. The evaluation on functions of social construction bycounty government in Hanmaying, Longhua and Lanqi town is analyzedcomparatively to look for the reasons for the differences between them. The Delphiand AHP method is used to evaluate the performance of building harmonious societyand county developing in Longhua County to calculate the harmonious index of socialconstruction.The problems in social construction by county government in China are analyzedaccording to the result of the questionnaire. Firstly, the public service can not meet thegrowing livelihood needs. Secondly, the three-level-system which includes village,town and county of social management is urgent to be improved. Thirdly, thedevelopment of social organization is facing a double pressure of cultivating andregulating. Lastly, Comprehensive Management of Social Security can not be ignored.The factors that affect the social construction by county government in China areconsidered in this paper as this: The idea of social construction is de-emphasized bythe thoughts of material-oriented. Government’s lack of administrative capacity leadsto the missing of public function. The imperfect system of social construction causesthe empty of government behavior. Measures below should be taken to improve thesocial construction by county government in the condition of scientific development:Thoughts must be changed to accelerate the construction of public service-orientedgovernment, enhance the capacity of administrative to build a more efficientgovernment, achieve the innovation of social management to maintain the social stability and advance social autonomy to form scientific social organization.
