From The Security To Promote Development: China's Social Security System Change And Evaluation For The Disabled

China has the most disabled persons in the world. Due to historicalreasons, however, institutional social security for the disabled appearsrelatively late in China. In recent years, the party and government paymore attention to the foundation of regulations and policies for thedisabled and the living status of the disabled has been improvedsignificantly, but the gap between the disabled and the other people is stillgreat in terms of the involvement in the social and economic life and therealization of civil right, from the perspective of “equal rights” putforward by the18th national congress of the Communist Party of Chinaand there remains many problems in the social security for the disabled inChina. The social security for the disabled is an indispensable part of thesocial security of China, its development not only has influence on theadvance of social security system covering all the people, but alsodetermines the level of civilization of the society and the establishment ofthe harmonized society. Therefore, longitudinal study on the socialsecurity for the disabled in China could help to find the internal logiccausing system transition and thought evolution. History is a key thathelps us unlock the past, face the reality, and look forward to the future.The study on social security system in China is a key to know, understandand grasp the past, these days, and the future of the social security systemin China.This dissertation makes a systemic research on the evolution ofsocial security system for the disabled in China, mainly using historicalmethods, systematic analysis methods and comparative analysis methods.On the one hand, the theory of new institutional economics is used toanalyze the inner logic of evolution of social security system for thedisabled in China and the mechanism thereof, so as to determine theinternal reason of system arrangement and selection and to put forwardsuggestions for perfecting the system. On the other hand, theory ofphilosophy is adopted as evaluation standards to establish an evaluationsystem of the social security system for the disabled in China, and general status of the system at different developing stages is evaluated, thereby,the regularity of development of the system is found out, and then thetrend of the development is forecasted. Through the systematic research,the trend of social security system for the disabled in China issummarized as the following:1. changing from “relief as‘blood-transfusion’” to “security as ‘generating blood’”,2. changing from“giving you a job” to “improving your ability”,3. changing from“family-state responsibility” to “family-state-society responsibility”. Onthis basis, some suggestions are put forward. In the last chapter of thisdissertation, the following conclusions are reached:1. social value playsan important role in the development of the social security system for thedisabled;2. the social security system for the disabled in China haschanged from “ensuring basic life need” to “promoting the developmentof the disabled”;3. social security system for the disabled in China isinfluenced negatively by path dependence resulting from social andeconomic policy.
